On the afternoon of October 15, at the international press conference announcing the draft documents to be submitted to the 14th National Congress of the Party to collect opinions from cadres, party members and people, organized by the Central Propaganda and Education Commission in coordination with relevant agencies, Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, informed about the new points and structure of the documents.
Professor, Dr. Ta Ngoc Tan said that for the first time, the Congress documents were organized to build a unified document, the political report.
At the same time, it is emphasized that this is a difference when in previous terms there were political reports, socio -economic reports, and Party building reports. However, in this term, the Politburo agreed to integrate the three reports into a political report, with appendices.
According to Mr. Tan, the consolidation of reports is to demonstrate the Party's viewpoints, policies and guidelines in a concentrated and unified manner, while at the same time helping people access documents more conveniently.
The Standing Vice Chairman of the Central Theoretical Council pointed out that the political report and documents submitted to the 14th National Party Congress, which were consulted by the people, have many new and important contents, including lessons and new development perspectives.
That is to be steadfast in Marxism-Leninism, the goal of building socialism; steadfast in the path of innovation, considering this as the basis, a part of the Party's foundation and ideology.
"In particular, the draft sets out the ambitious goal of the Communist Party of Vietnam , that by 2030, GDP per capita must reach 8,500 USD, Vietnam becomes a developing country with an upper middle income. If calculated realistically, by 2025, GDP per capita will basically reach 5,100 USD. To achieve that goal, a series of innovations, especially institutional reforms, are needed. Therefore, in this document, there is a separate section on perfecting institutions to serve development goals," informed Prof. Dr. Ta Ngoc Tan.

Regarding the determination of tasks, according to Mr. Tan, the draft adds environmental protection as an important, vital, and central content associated with socio-economic development. In addition, the requirement to develop human culture as the foundation, strengthen national defense and security, and add foreign affairs content is important and regular.
The draft also requires developing endogenous resources and establishing a new growth model, with the private economy as the most important driving force of the national economy, while not ignoring the leading and key role of the State economy.
Regarding the content related to Party building and political system building, Mr. Tan pointed out the new points in the document, which are the building of a streamlined, strong, efficient, effective and efficient organizational apparatus.
Sharing about the content of "strategic autonomy" mentioned in the political report, Professor Dr. Ta Ngoc Tan said that this issue is shown in 3 aspects.
First of all , we must ensure national independence, political autonomy, and autonomy in the path and goals we have chosen and followed.
The second is economic autonomy, ensuring sustainable economic development, not completely dependent on the outside. Vietnam participates in international economic linkages and the world's global value chain, but the economy is not dependent.
"Currently, the value of import and export is up to 150% of GDP. During the global economic crisis, many opinions are concerned that the Vietnamese economy is in difficulty. However, in reality, our economy is still alive, still struggling and developing to overcome difficulties, due to the awareness of economic autonomy. In any situation, the economy still ensures relative independence in the relationship of deep international integration. That is a very difficult problem," the Standing Vice Chairman of the Central Theoretical Council stated.
Third is self-reliance in national defense and security, especially in the complex conditions of the world when there are wars, conflicts, and currently the most conflicts in a hundred years. Among them are many issues related to national interests, ethnic interests, requiring us to be steadfast in the "four no's" defense policy.
"The three viewpoints of autonomy, self-reliance, and self-strengthening above are very important contents in the document, emphasizing the promotion of internal strength, power and potential of Vietnamese people, promoting economic potential and international internal strength without depending on the international community," Professor, Dr. Ta Ngoc Tan added.
