With the motto of action "Solidarity - Discipline - Responsibility - Creativity - Development", at the closing session, the Congress focused on intelligence, discussed enthusiastically, democratically contributed opinions and unanimously passed the Resolution of the 20th Thanh Hoa Provincial Party Congress, term 2025 - 2030; Report synthesizing opinions of Party committees at all levels, cadres, Party members and people of all walks of life on the draft documents of the 13th Party Central Committee to be submitted to the 14th National Congress of the Party; Action Program of the Provincial Party Executive Committee to implement the Resolution of the 20th Provincial Party Congress, term 2025 - 2030.

According to the Resolution of the 20th Congress, term 2025 - 2030, Thanh Hoa Provincial Party Committee will implement the goal of building a clean and strong Party and political system. The province maintains an annual growth rate at double digits; strongly shifts the growth model from breadth to depth, making Thanh Hoa one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services.

Thanh Hoa will develop breakthroughs in science and technology, innovation and digital transformation; maintain the annual Provincial Innovation Index (PII) and Provincial Digital Transformation Index (DTI) in the group of 10 leading provinces and cities nationwide. The province develops education and training, healthcare, culture and sports in the direction of standardization, modernization and socialization; maintain achievements in key education and high-performance sports in the group of leading provinces and cities nationwide; make Thanh Hoa one of the centers of high-tech medical services in the North Central region. Thanh Hoa significantly improves the material, cultural and spiritual life of the people. Striving to be in the group of leading provinces nationwide by 2030; to become a rich, civilized and happy province by 2045.

The Congress also identified 5 development perspectives, 8 key tasks, 3 breakthroughs and 32 targets on economy , culture - society, environment, national defense, security and Party building. In particular, Thanh Hoa strives for an average GRDP growth rate of 11% or more in the 2026 - 2030 period; GRDP per capita in 2030 reaching 7,900 USD or more; per capita income in 2030 reaching 90 million VND or more. The proportion of added value of the digital economy in GRDP in 2030 reaching 30%; investment capital realized in the area in 5 years (2026 - 2030) reaching 840 trillion VND or more; value of exported goods in 2030 reaching 15 billion USD or more; urbanization rate in 2030 reaching 50% or more; The rate of grassroots party organizations completing their annual tasks well reaches 90% or more...

To successfully implement 32 main targets, 8 key tasks and 3 strategic breakthroughs, bringing Thanh Hoa to be among the leading provinces in the country by 2030, and to become a rich, beautiful, civilized and happy province by 2045, the Congress proposed many major groups of solutions on Party building and political system; economic development; science - technology, culture - society , resource management and environmental protection; national defense - security and foreign affairs.

In his closing speech at the Congress, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh emphasized that the Congress would like to express its sincere thanks for the attention and close guidance of the Politburo, the Secretariat, the General Secretary, the Prime Minister, the leaders, former leaders of the Party and State, etc. who attended, followed and encouraged the Congress. Based on the Prime Minister's speech, the Congress discussed frankly, democratically, objectively, and receptively, and contributed many profound opinions to the documents of the 19th Provincial Party Executive Committee submitted to the Congress.

The success of the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025 - 2030 is an important milestone in the history of construction and growth of the Provincial Party Committee, a great source of motivation, strongly encouraging the entire Party Committee, government, army and people of Thanh Hoa province to continue to overcome challenges to win the Resolution of the Congress.

Thanh Hoa Provincial Party Secretary Nguyen Doan Anh suggested that, immediately after the Congress, all Party committees and Party organizations in the province should focus on disseminating and propagating widely among cadres, Party members and people about the results of the Congress. Relevant parties should study and thoroughly grasp the Congress Resolutions, promptly develop, deploy and perfect the regulations and provisions of the Action Plan. The province should widely launch a patriotic emulation movement to soon put the Congress Resolution into life, turning the regulations of the Congress into vivid reality in life. All Party committees and organizations should promote the spirit of democracy, the will to be self-reliant and the heroic historical, cultural and revolutionary traditions of the homeland, promote patriotic emulation movements, and achieve outstanding achievements to welcome the success of the 20th Thanh Hoa Provincial Party Congress, towards the 14th National Party Congress.

The 20th Congress of Thanh Hoa Provincial Party Committee, term 2025 - 2030 took place from October 14 - 16; with 486 official delegates, representing over 240,000 Party members attending the Congress.

At the first meeting, the 20th Provincial Party Executive Committee elected 15 comrades to the 20th Provincial Party Standing Committee, term 2025-2030. Comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the 19th Provincial Party Committee, continued to be elected to hold the position of Secretary of the 20th Thanh Hoa Provincial Party Committee.

The Congress elected the Thanh Hoa Provincial Party Delegation to attend the 14th National Party Congress, including 33 official delegates and 2 alternate delegates.
