A series of notable policies taking effect from October

(Dan Tri) - Regulations allowing single women to undergo in vitro fertilization; issuing birth certificates for children; requiring car owners to convert to traffic accounts; abolishing the monopoly on gold bars... will take effect from October.

Single women are allowed to have in vitro fertilization.

From October 1, Decree No. 207/2025 of the Government regulating childbirth using assisted reproductive techniques and conditions for surrogacy for humanitarian purposes takes effect.

New regulations allow single women to undergo in vitro fertilization (IVF) if they wish.

The principles of applying assisted reproductive technology and surrogacy for humanitarian purposes are as follows:

- The practice of sperm, egg, and embryo donation in assisted reproductive technology must comply with the principle that the donation can only be made at a facility licensed to store sperm, eggs, and embryos.

- Donated sperm, eggs, and embryos can only be used for one woman or one couple to have children.

- Sperm donation and receipt, embryo donation and receipt are performed on the principle of anonymity between the donor and the recipient.

- Only perform assisted reproductive techniques for infertile couples or those with medical indications and single women who wish to do so.

Decree 207 also specifically regulates medical conditions and documents for performing IVF, surrogacy, etc.

Issue new birth certificate for children

Regulations on the issuance and use of birth certificates take effect from October 1, according to Circular 22/2025 of the Ministry of Health .

Cases of new birth certificate issuance for children include: Children born at medical facilities; children born outside medical facilities; children born by surrogate mother; children born and died at medical facilities.

The birth certificate is made in two copies, one is given to the relatives and one is kept at the medical facility. Each twin or multiple child will have a birth certificate with a different code number.

Cases where birth certificates are reissued include: birth certificates that have been issued with errors or missing information; birth certificates that are lost, torn, or damaged.

Medical examination and treatment facilities are responsible for connecting electronic data of birth certificates with public service software according to the provisions of Decree 63/2024 of the Government regulating the implementation of electronic connection of two groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, settlement of burial fees and death benefits.

Car owners are required to switch to a traffic account.

Decree 119/2024 of the Government regulating electronic payment for road traffic takes effect from October 1.

Under the new regulations, only car owners who have been properly identified and linked to a payment method will be allowed to top up to use the ETC lane. Failure to convert may result in the vehicle being denied access to the ETC station.

However, up to now, many businesses have not been able to convert from "toll accounts" to "traffic accounts".

Faced with the difficulties that businesses are still facing in converting toll collection accounts to traffic accounts connected to non-cash payment methods as stipulated in Decree 119, the Vietnam Road Administration (Ministry of Construction) recently decided to postpone the conversion deadline until December 31.

Therefore, from October 1, business vehicle accounts can still temporarily deposit money into toll collection accounts and pay to pass through the station as usual.

Abolish the State monopoly on gold bars

From October 10, Decree No. 232/2025 of the Government amending and supplementing Decree 24/2012 on management of gold business activities takes effect.

The important change in this decree is to eliminate the State's monopoly on the production of gold bars, as well as the monopoly on importing raw gold to produce gold bars.

Commercial banks and qualified enterprises will be considered by the State Bank for licensing to produce gold bars.

Gold bars are gold products stamped into pieces, stamped with letters, weight and quality numbers, and have the code of the enterprise and commercial bank licensed by the State Bank of Vietnam to produce. Gold bars are produced by the State Bank in each period.

Decree 232/2025 also stipulates that gold transactions of 20 million VND/day or more must be conducted through bank accounts. Gold bar manufacturing enterprises are also responsible for announcing standards, product warranties, storing and connecting data with the State Bank...

No more expulsion as a disciplinary measure

Circular No. 19/2025 of the Ministry of Education and Training regulating rewards and discipline for students, effective from October 31, clearly states that the principles of handling violations against students must be based on respect, tolerance, objectivity, and no prejudice; at the same time, ensuring suitability with the psychological, gender, and physical characteristics of the students.

The Ministry of Education and Training emphasizes that it is absolutely forbidden to apply disciplinary measures that are violent, insult the dignity and honor, or negatively affect the physical and mental health of students.

While previously it was stipulated that students could be disciplined at five levels, from reprimand in front of the class to expulsion from school for one year, the new disciplinary measures in Circular No. 19 are adjusted according to the level of education.

Specifically, at primary level, students who violate the rules are only warned or asked to apologize. At higher levels, the handling measures may be warnings, criticism or asking students to write a self-criticism.

In addition to discipline, Circular 19 has added many support activities to help students overcome their violations. In particular, students will be advised and encouraged to self-aware of their wrongdoings; monitored and counseled during the correction process; and participate in school counseling, social work, skills education and other activities organized by the school.

The coordination between family, school and social forces is also emphasized by the Ministry of Education and Training in the new regulation, to help students adjust their behavior, change their perception and overcome consequences.
