Opening up new space for the private economic sector to play a leading role in growth

(Baohatinh.vn) - Improving the investment and business environment is one of the key tasks that requires focused leadership and direction to attract resources from the whole society, promote the private economic sector to develop substantially and sustainably, and contribute more and more effectively to the economic growth of Ha Tinh in the coming time.

At the 20th Congress of Ha Tinh Provincial Party Committee for the 2025 - 2030 term (taking place from September 30 to October 2, 2025), Director of the Department of Finance Nguyen Trong Hieu presented a speech with the topic: "Strengthening the leadership of Party committees at all levels in improving the investment and business environment, promoting the development of the private economic sector in the spirit of Resolution No. 68-NQ/TW of the Politburo " . Ha Tinh Newspaper briefly published this speech.

In the 2021-2025 period, the private economic sector will contribute about VND 97,200 billion to total social investment capital.

During the 2020-2025 term, despite facing many difficulties and challenges, the Party Committee and the Ha Tinh government have made efforts to synchronously implement solutions to improve the investment and business environment. Thanks to that, the Provincial Competitiveness Index and other important indexes such as the Administrative Reform Index, the Satisfaction Index on Public Administrative Services, the Provincial Governance and Public Administration Performance Index have all improved, clearly reflecting the satisfaction and trust of the people and the business community.

At the same time, the private economic sector (SES) has made significant progress, with an average of over 1,200 new enterprises established annually, bringing the total number of enterprises operating in the area to about 13,000 by the end of 2025, more than double that of 2020. In the 2021-2025 period, this sector contributed about 97,200 billion VND of total social investment capital (accounting for 41.6%), thereby contributing significantly to promoting average economic growth of 6.4%/year, the scale of the provincial economy reaching 126,000 billion VND by 2025, creating momentum for economic restructuring in the right direction.

Vung Ang I Thermal Power Plant plays an important role in economic growth.

Many large-scale key projects have been started and put into operation, typically: Vung Ang II Thermal Power Plant, Bac Thach Ha Industrial Park Phase 1, Vinhomes Vung Ang Industrial Park, 2 battery and electric car factories with a capacity of 400,000 vehicles/year, initially forming a regional electric car manufacturing complex. These projects have been creating strong momentum, opening up new space for the KTTN region to rise up to play a leading role in growth.

In addition to the achieved results, we also frankly admit that the investment and business environment of Ha Tinh in recent times still has some shortcomings and limitations such as: planning and infrastructure are still lacking in synchronization; access to capital, land, resources, assets and technology is still difficult; compensation and site clearance work in some projects is still slow; administrative procedures in some areas are still cumbersome and prolonged; the resolution of difficulties and problems for enterprises and investors in some departments is not really drastic; the system of mechanisms and policies is still scattered, lacking major breakthrough policies; the ability to link value chains and the competitiveness of small and medium enterprises is still weak. These are bottlenecks in attracting investment and developing enterprises that directly impact the socio-economic growth of the province.

Vung Ang II Thermal Power Plant is a key project in Ha Tinh's economic development in the coming years.

Entering the new term 2025-2030 with intertwined opportunities and challenges, we are forced to strongly innovate our thinking, working methods and development models. To achieve the term's goals, increasing the average GRDP growth rate from 6.4% to over 10%, total social investment capital from over VND 233,000 billion to VND 320,000 billion; increasing the number of enterprises operating in the economy from 13,000 to 18,000-20,000 by 2030, requires high determination, spirit of solidarity, unanimity, creativity and outstanding efforts of the entire political system. In particular, improving the investment and business environment, promoting the development of the private economic sector in the spirit of Resolution No. 68-NQ/TW of the Politburo will create a solid foundation and strong driving force for the province's socio-economic development in the coming time.

Thoroughly grasping the viewpoints and policies of Resolution 68-NQ/TW, the Provincial Party Committee issued Action Program No. 46-CTr/TU dated July 3, 2025 and the Provincial People's Committee issued Implementation Plan No. 366/KH-UBND dated July 3, 2025. Accordingly, "Strengthening the leadership of Party committees at all levels in improving the investment and business environment, promoting the development of the private economic sector in the spirit of Resolution No. 68-NQ/TW of the Politburo" is identified as the key to attracting resources from the whole society, promoting the private economic sector to develop substantially and sustainably, gradually affirming its leading role in the process of building Ha Tinh into a province with modern industry, high-quality services, smart agriculture, green growth, focusing on processing and manufacturing industry, renewable energy, logistics, and eco-tourism.

Ha Tinh aims to have 18,000-20,000 enterprises by 2030.

Based on the task groups and solutions of Resolution 68-NQ/TW; at the same time, from the in-depth analysis of the achieved results, as well as the remaining shortcomings and limitations in the practical conditions of the province, in the coming time, we need to focus on implementing solutions to improve the investment and business environment, promote the development of the private economic sector as follows:

Firstly , strongly innovate leadership and direction thinking, taking enterprises as the center of service. Heads of Party committees, authorities, departments, branches, and localities must be truly impartial, objective, open, friendly, and supportive of the development of enterprises. Each cadre, civil servant, and public employee needs to change their thinking, working methods, and attitudes from "management" to "service and creation". Party committees and authorities at all levels need to increase dialogue and listen directly to promptly detect and remove difficulties and bottlenecks, and unlock resources for enterprises; creating growth momentum.

Second , promote administrative reform towards streamlining and transparency; shorten processing time; effectively implement the goal of cutting at least 30% of administrative procedure processing time, legal compliance costs and business conditions. Promote IT application, digital transformation in State agencies and enterprises; build a transparent and fair business environment, with a clear, complete, timely, synchronous and unified legal corridor; focus on professional behavior and responsibility between the government and enterprises as well as between enterprises.

Develop regulations to provide interconnected information between departments, branches, sectors and enterprises, helping investors easily access and reduce unofficial costs. Prioritize transparency and publicity of information related to business investment, taxes, planning indicators, land, technical instructions, especially in Vung Ang Economic Zone and industrial parks, to create favorable conditions to attract dynamic projects. Create conditions for enterprises to expand their scale, flexibly convert production and business models to promptly adapt to rapid market fluctuations. Regularly support training, consulting, trade promotion, digital transformation and strengthen value chain linkages.

The growing private economic sector has created many jobs for local workers.

Third , restructure the development model through perfecting planning, vision, orientation, and strategy. Continue to review and adjust the Provincial Planning to optimize development space, maximize comparative advantages, and unleash new development drivers. Synchronize sectoral planning, planning of economic zones, industrial parks and clusters, urban and rural planning, ensuring consistency and feasibility for investment in completing infrastructure and attracting flexible investment under the regulation and management of the State. Select industries and fields to attract investment suitable for each region, especially in Vung Ang Economic Zone and existing urban areas in the North, South, and center of the province; develop supporting industries, form a supply ecosystem for each key product group such as: automobiles, steel, energy, high-tech agriculture to increase connectivity and create spillover.

Fourth , from the mechanisms and policies associated with the new resolutions of the Central Committee, research and promulgate strong enough policies to develop the private economy according to each group of support objects: for large enterprises, support in infrastructure and production conditions; for small and medium enterprises, priority is given to support in financial solutions, management platforms and market expansion. Organize well the State financial funds to develop small and medium enterprises. Have a mechanism to encourage financial mobilization from organizations and people for production and business activities. Build a land price list, announce input material prices to meet the supply of common materials on the basis of legal regulations, in accordance with local practices, to optimize input costs, thereby improving the production and business efficiency of enterprises.

Fifth , encourage and expand the active and strong participation of enterprises in important programs, projects, plans and projects of the province. Diversify the forms of public-private partnership, continue to call for investment, expand the market, and strongly encourage the participation of enterprises, especially in transport infrastructure, renewable energy, green transformation, culture, health, education, and social welfare. Pay attention to supporting and promoting the development of a number of leading enterprises of the province to lead small and medium enterprises. Further promote the role of the Provincial Business Association and investment promotion organizations in accompanying and supporting the business community. Strengthen cooperation between enterprises in the province, expand links with FDI enterprises and enterprises coming to invest in the province to gradually form a sustainable development ecosystem, and improve the competitiveness of enterprises.

Sixth , develop human resources associated with stimulating the entrepreneurial spirit. Support enterprises to improve management capacity and competitiveness through building a transparent and standardized financial system; standardize accounting and auditing regimes and access to financial resources; train, change careers, develop human resources, especially high-quality human resources to meet the requirements of international integration. Promote production and business development in rural areas, create jobs, stable income, limit the situation of labor having to move to regions and areas in and outside the country.

Synchronously implementing the above solutions with high determination and drastic actions of the entire political system will create a strong environment and motivation, promote the growth of enterprises and entrepreneurs, bring the private economic sector to sustainable growth, and contribute to the successful completion of the goals, tasks and solutions set forth by the 20th Provincial Party Congress.
