At the same time, Prime Minister Pham Minh Chinh has proposed solutions to guide the implementation of the Foreign Affairs sector, including: Foreign affairs activities must serve the growth target of 8%, striving for higher growth in favorable conditions. Maintaining, consolidating and strengthening foreign relations with all countries, especially major countries, neighboring countries and traditional friends. Diplomatic activities must contribute to promoting new productive forces such as new materials, biomedicine, quantum science, new energy, clean energy, etc.

Along with that, the Foreign Affairs sector needs to complete the construction of a streamlined apparatus, take over the apparatus of diplomatic agencies; improve the quality of the staff performing diplomatic work to meet the requirements and tasks in the new situation; create a new diplomatic stature, creating favorable momentum for the country to enter the era of national development.
