Many creative and effective ways to spread the effectiveness of two-level government

After more than 3 months of implementing the 2-level government model, Lam Dong province has recorded many creative and effective solutions, not only helping to solve the human resource problem, but also improving management capacity and serving people at the grassroots level.

Adjust staff to suit needs

One of the highlights that Lam Dong province focuses on is promoting the application of information technology and digital transformation in the management and settlement of administrative procedures. Many communes and wards have deployed the model of "Public Administration Service Center" right at the commune level, creating conditions for people to carry out procedures online, saving time and travel costs - especially for people in remote areas and ethnic minorities.

At the same time, the province flexibly mobilizes and dispatches specialized staff, especially in the fields of information technology, land, finance and accounting, to supplement the lack of human resources at the grassroots level. Intensive training and development for staff is promoted, helping to improve professional qualifications, meeting management requirements in the new situation.

Specifically, from July 1, 2025, when the new commune-level government officially comes into operation, the review shows that the number and quality of civil servants among units are still uneven, affecting operational efficiency. Some places have excess human resources but lack officials with appropriate expertise in areas such as digital transformation, accounting, finance, land, construction, etc.

To overcome this, the Provincial People's Committee issued Decision No. 610/QD-UBND dated August 1, 2025 on the secondment and reinforcement of civil servants, public employees and workers to support the commune level. Accordingly, 260 provincial civil servants and public employees were dispatched to work in communes, wards and special zones for a period of 3 months. In addition, provincial departments and branches deployed many practical solutions to support the grassroots such as: "Professional handbook", "Technology handbook" (integrating AI to solve problems in the process of implementing two-level government), inter-sectoral hotline, and working group to provide professional support for localities.

Applying AI to administrative procedure processing

A notable highlight is the People's Committee of Ta Nang commune, with two typical models: "Ta Nang commune mobile working group" and "Application of AI in administrative procedure processing".

The “Mobile Working Group” model is deployed to remote villages and hamlets, helping people carry out administrative procedures on the spot, reducing waiting time and increasing access to public services. In addition to consulting and guiding, the group also handles documents directly, guides cashless payments, registers for VNeID level 2, submits documents on the national public service portal, and provides legal advice on land, marriage, social insurance, etc.

Chairman of Ta Nang Commune People's Committee Nguyen Vu Linh Sang said: The model of "Application of AI in administrative procedure processing" has helped the locality reduce personnel pressure, increase work processing speed and bring more friendliness to the people. Thanks to intensive training programs, more than 80% of commune officials have mastered AI tools, used in document drafting, legal research, planning and automating work processes. This solution helps improve service efficiency and connect the government with the people.

Model of "Mobile Working Group"

In Ta Hine commune, Chairman of the People's Committee Che Vu Vu said: "The government does not wait for people to come, but proactively seeks out people." The commune has coordinated with the Post Office, VNPT, Viettel, Electricity and Agribank to guide people to install electronic payment applications, electronic identification, loan registration, subscriber information standardization, etc. In just a short time, the mobile team has resolved 440 cases, including 149 administrative procedures and 291 coordinated services.

In addition, other commune-level localities in Lam Dong province have proactively deployed many good models and creative ways to best serve people and businesses right from the beginning of operation: Cat Tien 3 Commune People's Committee with the model "Mobile team to handle administrative procedures"; Bao Loc Ward 1 People's Committee with the model "Listening to people speak": Periodically once a week (on Wednesday every week), the head of the Party Committee, ward government, cadres, civil servants and public employees directly meet and listen to people's opinions at the citizen reception office of the Ward People's Committee.

Cam Ly Ward People's Committee - Da Lat with the model "Cadres and civil servants accompany and share with the people", the ward has established a Technology Support Team and assisted in resolving administrative procedures for the people, especially ethnic minorities. Assigning experienced cadres and civil servants to support and accompany ethnic minorities. Thanks to that, the work is resolved right from the residential group, without causing congestion or inconvenience to the people.

The flexible and creative models of localities not only help to effectively operate two-level governments, but also create valuable experiences that can be replicated for other communes and wards to learn from.

From July 1 to October 15, Lam Dong Provincial People's Committee publicized 2,359 administrative procedures (AP), including: 1,939 provincial-level APs and 420 commune-level APs. Of which: 898 procedures (100%) are performed online in full; 1,325 procedures (100%) are provided with partially online public services; In addition, 136 procedures are received directly (40 provincial level, 96 commune level).

From practical and people-friendly models, the two-level government in Lam Dong is gradually forming a streamlined, modern administrative apparatus - taking people as the center of service.
