O Dien Commune: Dialogue with people about administrative procedures and settlement

On October 14, the People's Committee of O Dien commune (Hanoi) held a dialogue conference with people, organizations, and businesses on administrative procedures and administrative procedure settlement in 2025.

Speaking at the dialogue, Chairman of the People's Committee of O Dien Commune, Do Chi Hung, said that since the implementation of the 2-level local government model, the People's Committee of O Dien Commune has always identified administrative reform as a breakthrough. The commune's public administrative service point is operated according to the "one-stop" and "one-stop" mechanism, promoting the application of information technology and digital transformation. After 3 months of operation, the commune has received and processed 10,472/10,492 records, reaching an on-time rate of 99.81%.

The results of the assessment of the index set for serving people and businesses according to Decision No. 766 of the city have made remarkable progress, from 89.38/100 points (July 2025, ranked 12/126 communes), increasing to 92.34/100 points (September 2025), rising to 2nd place in the whole city. The satisfaction level of people and businesses always reaches 98-100%.

At the Public Administration Service Point, procedures are posted, public and transparent, modern equipment, civil servants have qualifications, capacity and good service spirit. Along with that, the commune promotes digital transformation, towards a smart city. The Commune People's Committee has established a Steering Committee, a Digital Transformation Working Group and 59 community digital transformation teams; launched the campaign "45 days and nights of supporting digital transformation" and the movements "Digital literacy", "Emulation in innovation and digital transformation" for the period 2025-2030.

Notably, many initiatives have been effectively implemented, such as: Creating QR codes for all administrative procedures, helping people just scan the code to quickly access public services, without having to search complicatedly; supporting meritorious people, people with disabilities, and the elderly to carry out online procedures at home. Many procedures in the judicial field are returned with results on the same day, such as issuing marriage status certificates, death registration, notarizing copies, transaction contracts, etc.

The commune also promotes the role of the teaching staff as the "core", guiding students - the "digital core" - to propagate and support people to carry out administrative procedures online at home, creating a strong ripple effect. In addition to the outstanding results, the People's Committee of O Dien commune also frankly acknowledged that there are still areas that need improvement, especially the slow progress in resolving land records, causing frustration for the people.

At the dialogue, many opinions of people, businesses and organizations raised questions to the authorities and local authorities related to granting construction permits for individual houses; procedures for household registration and household registration with foreign elements; procedures for granting land use right certificates; procedures on tax policies related to online tax declaration and payment... Representatives of Branch No. 9 - Hanoi Public Administration Service Center, Tax Department 24, Social Insurance at Dan Phuong Branch, Hanoi Land Registration Office - Dan Phuong Branch together with commune leaders and specialized departments and leaders of O Dien commune directly answered many opinions and questions of people and businesses.

According to Chairman of the People's Committee of O Dien Commune Do Chi Hung, in the coming time, the commune will continue to dialogue, enhance the responsibility of leaders, promote the supervisory role of people and organizations, in order to strengthen trust and further improve the quality of public administrative services, towards building a government that is "creative, transparent, close to the people, for the people".

Also according to Chairman of the People's Committee of O Dien Commune Do Chi Hung, with the motto "Taking the satisfaction of people and businesses as a measure of service efficiency", the People's Committee of O Dien Commune strives to become a bright spot in administrative reform, application of information technology and digital transformation, contributing to building a modern, transparent and effective serving government.
