One day in early October, at the legal advice and legal aid area for the elderly in Tan Son Nhat Ward (HCMC), Ms. Huynh Thi Ut (75 years old) walked in with a slightly worried face. For many days, she had been wondering about some issues related to land use authorization. Here, she was asked by lawyers and legal assistants of the State Legal Aid Center No. 1 in Ho Chi Minh City (under the Department of Justice of Ho Chi Minh City) and listened to every detail she presented. While explaining in detail, the lawyer wrote down specific steps on paper for her to remember. When she understood the solution, Ms. Ut's face relaxed: "Thanks to the lawyer's advice, I understand better, I'm so happy. Before, I was always nervous, now I'm comfortable."
Legal consultancy and legal aid activities are part of a series of activities to welcome the Congress of the Ho Chi Minh City Party Committee. Tan Son Nhat Ward Party Secretary Le Hoang Ha said that the ward has implemented many activities aimed at the elderly, women, businesses, children, etc. "We hope that through this series of activities, people will receive practical care, from health to spiritual life. The joy and peace of mind of the people is the motivation for the ward to continue to organize more meaningful activities," Mr. Le Hoang Ha shared.
In the competitive atmosphere towards the 1st Congress of the Ho Chi Minh City Party Committee, Dong Hung Thuan Ward organized many activities to support people to keep up with digital transformation through the movement "Digital Education for the People". The ward also started construction of 2 kindergartens in the 38ha resettlement area. According to Secretary of the Dong Hung Thuan Ward Party Committee Tran Thi Huyen Thanh, the ward has focused on and made efforts to remove difficulties and promote the rapid implementation of projects to serve the needs of people in the area. The ward is also a locality that has early implemented the model "Digital Ambassador, Digital Family", organizing groups of volunteer students to each household in the ward to guide the installation of VNeID applications, Ho Chi Minh City Digital Citizen... This helps family members know and perform at least one full-process online public service and knowledge about security when using the internet...
Di An Ward also implemented a project on mass mobilization to participate in building a cultural and civilized lifestyle, associated with launching the model "Giving rice - greening and beautifying the streets". Secretary of the Di An Ward Party Committee Vo Van Hong said that Di An is the most populous ward in Ho Chi Minh City with 234,000 people. Local leaders expect that the model "Giving rice - greening and beautifying the streets", with members being lottery ticket vendors, small traders, and people with difficult economic circumstances directly participating, will become pioneers in propaganda and mobilization to maintain environmental sanitation and urban civilization in the locality.
Contribute to changing the face of the city
These days, at the construction site of Thuy Van Square expansion (Vung Tau ward, Ho Chi Minh City), the working atmosphere is bustling and urgent. Dozens of engineers and workers are working tirelessly, each item is deployed synchronously, aiming to complete the project on schedule, welcoming the 1st Ho Chi Minh City Party Congress.
At the construction site, at night, many items are still under construction under the lights. The project has an area of over 35,000m2 , with a total investment of nearly 95 billion VND, including the central square area and items serving residents and tourists. In addition, Le Hong Phong and Thuy Van streets within the project area are also upgraded, creating a clean, beautiful and sustainable landscape. Witnessing the project's appearance change day by day, Mr. Tran Van Phuc, a resident living near the square area, hopes that when the project is completed, this area will be more spacious and modern, creating more space for entertainment and activities for residents and tourists.

According to the Secretary of the Vung Tau Ward Party Committee, Nguyen Tan Ban, after completion, Thuy Van Square will be a modern urban infrastructure project, a symbolic community cultural space of the city. This will be a venue for large-scale cultural, artistic and tourism events, creating a unique architectural highlight along the coast. At the same time, it will contribute to affirming the image of a dynamic, civilized and modern Ho Chi Minh City, in which Vung Tau Ward has gradually become an attractive, friendly and close destination for people and domestic and international tourists.
With the goal of improving the quality of life of the people, Tan Khanh ward has completed upgrading the road nicknamed "the road of suffering" by the people in Hoa Nhut quarter. Ms. Nguyen Thi Kim Loan (Hoa Nhut quarter, Tan Khanh ward) said that in the dry season, the dust was flying everywhere, and in the rainy season, "potholes" and "buffalo holes" appeared everywhere. "Now it is the most beautiful road in Hoa Nhut quarter", Ms. Loan happily said. Sharing the joy of the road being completed on the occasion of the congress, Mr. Le Kim Binh, Head of the Hoa Nhut quarter's Executive Board, Tan Khanh ward, said that the project was more meaningful when many households on both sides of the road were willing to donate land to make the road wider and more beautiful.
In the atmosphere leading up to the congress, the projects and emulation activities clearly demonstrate the spirit of putting people at the center of all policies and actions. Each expanded road, each social security care and digital transformation activity implemented... contributes to making the city more spacious and improving people's lives.
On this occasion, the Ho Chi Minh City People's Committee also started and inaugurated many projects to welcome the 1st Congress of the Ho Chi Minh City Party Committee. Specifically, the city started the following projects: construction of the Ho Chi Minh City Children's Palace; expansion of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway connection road (from An Phu intersection to Ring Road 2); construction of Phu Tho Racecourse Park - an entertainment area for young people; construction of a new Women's Cultural House at Base 1; construction of Tan Chanh Hiep Park. The city also inaugurated the project to build a new Cu Chi Regional General Hospital...
The Ho Chi Minh City People's Committee also issued a peak emulation plan "determined to accelerate, double productivity" to welcome the Ho Chi Minh City Party Congress. The emulation period lasts until December 31, with the determination to accelerate the completion of typical projects and tasks; accelerate and break through to successfully complete the socio-economic development goals and tasks in 2025 and the 2021-2025 period.
