Attending the conference were leaders, investigators, and police officers from a number of departments, units, communes, and wards of the Provincial Police.

Legal aid is a policy of profound humanitarian significance, ensuring human rights and civil rights, a part of the overall policies of hunger eradication, poverty reduction, gratitude, ethnic policies and social security of the Party and State.


The coordination and rapid response mechanism in legal aid has been established since 2007. Up to now, on the basis of the provisions of the Codes, procedural laws, and the Law on Legal Aid, with the spirit of putting the interests of legal aid recipients at the center, "improving the quality of legal aid" to "best protect the rights and legitimate interests of legal aid recipients", on June 29, 2018, the Ministry of Justice, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Finance, the Supreme People's Court and the Supreme People's Procuracy issued Joint Circular No. 10/2018/TTLT on coordination in providing legal aid in litigation activities.
Then, on November 27, 2023, the Coordination Program No. 5789/CTPH-BTP-BCA between the Ministry of Justice and the Ministry of Public Security on legal aid on-call in criminal investigations was issued, marking the first time that 24/7 legal aid on-call in criminal investigations was available, aiming to ensure that people eligible for legal aid have early access to legal aid; helping the litigation process to be objective, in accordance with the provisions of the law, ensuring human rights and civil rights.

Within the framework of the Project "Enhancing legal aid for the poor and vulnerable" funded by the World Bank from the support of the Japan Social Development Fund, the Department of Justice of Lao Cai province organized a training conference on coordination and rapid response mechanisms between legal aid implementing organizations and prosecution agencies; relevant agencies in providing legal aid and support services for specific target groups.

At the conference, delegates learned about two topics: Coordination mechanism between state legal aid centers and investigation agencies, agencies assigned to conduct certain investigation activities, detention facilities, and prisons in providing legal aid according to Joint Circular No. 10; Rapid response between state legal aid centers and investigation agencies, agencies assigned to conduct certain investigation activities, detention facilities, and commune-level police in providing legal aid according to Coordination Program No. 5789/CTPH-BTP-BCA.
Through the training conference, delegates were equipped with knowledge and coordination skills to ensure that all requests for legal assistance were received and processed promptly. This was also an opportunity for the Legal Aid Center and the prosecution agencies, especially the investigation agencies and related units, to exchange and share experiences, thereby strengthening closer and more effective coordination in the coming time.
