Noisy 35,000 billion VND bidding package for Long Thanh airport: Ministry of Transport directs

The Ministry of Transport has just sent a document to the Airports Corporation (ACV) regarding the implementation of Component Project 3 - Long Thanh Airport (Dong Nai) Phase 1.

Regarding the bidding to find a contractor for the construction and installation of equipment for the Long Thanh airport passenger terminal, the Ministry of Transport requested ACV, as the investor, to receive and resolve the recommendations of the bidding consortium according to regulations; not to allow recommendations and complaints to arise that are prolonged and go beyond the level.

The Ministry of Transport also requires ACV to have full information on the scale, scope, and value of the bidding packages when reporting on the project's progress in order to assess the overall progress of the project; develop specific progress for each item to have a basis for reviewing and urging progress; contents that have been implemented, have not been implemented, difficulties and problems that have arisen, etc.

ACV was also assigned to research and hire foreign consultants to support project management to ensure the overall progress of the airport project; Urgently complete technical design documents and estimates for the remaining items.

Regarding bidding and contract negotiations before signing, the Ministry of Transport noted that ACV must require contractors to arrange competent and experienced personnel and modern equipment suitable to the nature of the package and the implementation progress. The contract must strictly bind the terms of rewards/penalties related to quality and implementation progress to avoid future complaints.

ACV considers and proposes the development of specific mechanisms (if necessary) and promptly recommends approval from competent authorities as a basis for implementation according to regulations.

Previously, in early August, after ACV announced that only one consortium passed the technical evaluation round to enter the financial evaluation round, one of the two eliminated consortiums sent a petition to many levels of industry, because it believed that ACV violated bidding regulations. Immediately after that, ACV responded to this consortium and affirmed that the bidding process was being carried out in accordance with regulations, and that the contractor's sending a petition to many levels of industry (outside ACV) was a violation of the law and bidding documents, affecting the reputation of all parties.

It is expected that this August, ACV will complete the bidding for the construction and installation of equipment for the Long Thanh airport passenger terminal. If the only contractor passes the financial round, negotiations will be conducted, the contract will be signed and construction will begin this August. This bidding package is worth more than 35,000 billion VND - the largest in the Long Thanh airport project.

The Long Thanh International Airport construction project phase 1 has a total investment of more than 109 trillion VND (more than 4.6 billion USD), a capacity of 25 million passengers/year, aiming to serve the first take-off/landing flight on September 2, 2025. The project is divided into 4 component projects, of which Component Project 3 - essential works of the airport (passenger terminal, runway, taxiway, parking lot, parking lot, connecting traffic route...) is assigned to ACV as the investor.
