At the 1st Congress of the Government Party Committee, term 2025 - 2030, Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Prime Minister of the Government presented the political report of the Government Party Committee for the term 2020 - 2025 to the Congress.

Reporting on the results of the implementation of tasks for the 2020 - 2025 term, comrade Nguyen Hoa Binh said that under the leadership of the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary, the Government Party Committee has complied with the Party's principles and leadership methods, with determination, courage, and focused leadership and direction to successfully implement the Party's policies and guidelines, and achieved important and comprehensive results with many outstanding highlights.

Party organization and rectification work receive special attention.

Specifically, the work of Party building in terms of politics, ideology and ethics has been strengthened and has many innovations. The study and implementation of the resolutions, directives, conclusions and regulations of the Central Committee have been directed by the Government Party Committee to be organized and implemented seriously, with focused content and diverse forms, ensuring that 100% of Party members study and fully understand them.

The work of political theory education and the struggle to protect the Party's ideological foundation has been carried out systematically and effectively. The work of mass mobilization and leadership of socio-political organizations has been innovated by Party committees and organizations at all levels, towards being close to the grassroots, especially the mass mobilization of the government; leading socio-political organizations to successfully organize term congresses, directing the organization's improvement, building operating regulations, work programs, and coordinating to take care of the material and spiritual life of union members, association members, and workers.

Through the reorganization of the apparatus, 145,000 staff were streamlined, saving regular expenditures of 39,000 billion VND each year to invest in social security.

GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to over 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increased from 3,552 USD to about over 5,000 USD, entering the group of upper middle-income countries.

State budget revenue in the 2021 - 2025 period is estimated at 9.6 million billion VND, 1.36 times higher than the 2016 - 2020 period and exceeding the set target (8.3 million billion VND, an increase of over 15.6%). The scale of trade has increased year by year, reaching a record of about 850 billion USD in 2025, among the top 20 countries in the world; the trade balance maintains a large trade surplus.

Resources for development investment were mobilized and used more effectively; total social investment capital reached 17.3 million billion VND, equal to 33.2% of GDP, achieving the set target (32% - 34%); of which public investment reached 3.4 million billion VND, up 55% compared to the previous term, overcoming the dispersion in public investment, ensuring more focus, key points, and efficiency; the quality of FDI attraction continued to be improved.

Business development continues to trend positively. International organizations positively assess Vietnam's leadership, performance and development prospects.

Local leaders have been directed to resolve obstacles to put into operation, business, and continue to invest in 1,154 projects and real estate facilities with a total value of about 675 trillion VND. Human resource development and comprehensive fundamental innovation in education and training have achieved positive results; the rate of trained workers increased from 64.5% in 2020 to 70% in 2025.
