Ho Chi Minh City Party Congress applies "Digital Congress"

On the morning of October 13, at the Ho Chi Minh City Academy of Officials, the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, held a preparatory session. Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang chaired the meeting.

The Congress convened 550 delegates, including 110 ex-officio delegates and 440 appointed delegates, divided into 12 delegation groups. Attending were representatives of the Central Organizing Committee, the Central Inspection Committee , the Internal Affairs Committee, the Propaganda Committee and the Party Central Office.

Speaking at the preparatory session, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the 1st Congress of the Ho Chi Minh City Party Committee is an important political event for the city and the whole country. The Congress has the task of summarizing the Resolution for the 2020-2025 term and determining the directions, goals and solutions for the 2025-2030 period.

The Congress will also contribute opinions to the draft documents of the 14th Party Congress and announce personnel decisions of the Politburo and Secretariat. "The success of the Ho Chi Minh City Party Congress will contribute significantly to the success of the 14th National Party Congress," Mr. Quang emphasized.

The City Party Secretary asked the delegates to uphold their sense of responsibility, promote their intelligence, and represent the will of more than 366,000 party members in the city. The motto of the Congress was determined to be "Solidarity - Democracy - Discipline - Breakthrough - Creativity".

Apply "Digital Congress", no paper documents issued

A notable new point is that Ho Chi Minh City has applied the "Digital Congress" model in organizing this Congress. According to Secretary Tran Luu Quang, the entire program, content and documents are updated on a digital platform, instead of printing and distributing paper documents as before.

"The application of information technology helps save time, costs and improve efficiency in operating, monitoring and managing congresses," said Mr. Quang.

In addition, the documents submitted to the Congress were elaborately prepared, having gone through 6 drafts, and were discussed and commented on comprehensively by the Politburo. Before being submitted to the Congress, the contents were widely disseminated to solicit comments from all walks of life.

At the preparatory session, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee Duong Anh Duc presented a report summarizing comments on the draft documents to be submitted to the 14th National Party Congress.

Mr. Duc said that the comments all showed a spirit of seriousness, responsibility and intelligence. Many comments highly appreciated the Central Document which was carefully and concisely prepared, honestly reflecting the country's reality and demonstrating the strategic vision to 2045.

The majority of delegates agreed with the Central Committee's integration of three political, socio-economic and Party building reports into one general political report, demonstrating new thinking, creative approaches, and avoiding duplication.

Some opinions suggested that the Document should emphasize more the spirit of innovation, rapid and sustainable development of the country, while affirming the Party's leadership role in the era of deep international integration.

Finalize staff, prepare for official session

Also in the preparatory session, the Congress elected an 11-member Presidium headed by Ho Chi Minh City Party Secretary Tran Luu Quang. Deputy Party Secretaries included Nguyen Van Duoc, Vo Van Minh, Nguyen Phuoc Loc, Dang Minh Thong and Van Thi Bach Tuyet.

The Congress elected a Secretariat of 3 people and a Delegate Qualification Examination Committee of 5 people headed by Chairman of the City Party Committee's Inspection Committee Vo Van Dung.

The first Congress of the Ho Chi Minh City Party Committee was the first congress after the city merged its administrative boundaries with Binh Duong and Ba Ria - Vung Tau.

The theme of this Congress is: "Building a clean and strong Party organization and political system; promoting the strength of national solidarity; making breakthroughs in developing science, technology, innovation and the private economy; strengthening national defense, security, foreign affairs and international integration; mobilizing and effectively using all resources so that Ho Chi Minh City can pioneer with the whole country in the new era."

The Congress is tasked with reviewing the results of the 2020-2025 term, setting out directions, goals and breakthrough solutions for the 2025-2030 period, aiming to build Ho Chi Minh City into a smart, green, sustainable, modern and livable city.

The official session of the Congress will take place on October 14 and 15, with many important contents on development directions, leadership personnel and strategic orientation in the new period.
