Promoting the role of "4 on-the-spot" in natural disaster prevention

As a locality that regularly suffers from natural disasters such as storms, floods, and landslides, in recent times, Lao Cai province has focused on implementing effective plans to prevent natural disasters.

Notably, since the two-level local government apparatus was deployed, the "4 on-the-spot" motto has shown the key role of grassroots authorities in proactively preventing, promptly responding to, and minimizing damage caused by natural disasters.

Promoting the frontline role of local authorities

When the two-tier local government model was implemented, the “intermediate” district level was eliminated. This change helped to streamline the government apparatus, enhance the role of commune and ward governments, and also became the focal point for quickly resolving work for the people. However, when natural disasters and floods occurred, the responsibilities and workload of commune and ward governments also increased significantly.

No longer having a district level, it means that the commune level will have to be proactive in almost everything to ensure the safety of people's lives and property, and the State when natural disasters occur. This is also a measure of the capacity of localities when deploying the new apparatus. During the recent storm No. 10, It Noc village, Van Ban commune was isolated due to dozens of landslides. However, thanks to early initiative, households were able to move to a safe place when the storm passed.

At It Noc school, one of the safest locations in the village, eight households have lost their homes and nearly 20 others in the danger zone are still taking temporary shelter. If the weather continues to worsen, this place will become a gathering place for forces, food, and provisions, and will become the village's disaster prevention command center.

The People's Committee of Van Ban commune also deployed forces to quickly overcome landslides, and arranged for personnel to walk dozens of kilometers to deliver necessities to the people. Secretary of the It Noc village Party cell, Trieu Thi May, said that we have checked 20 safe households to be able to move to. Food and food support from the commune has also been fully gathered. If the rain and floods continue to develop abnormally in the coming days, people can still rest assured and not have to worry about where to eat and stay.

In Lang Chut village, hundreds of people were also mobilized along with commune officials to pack sandbags to build dikes to prevent floods. Below the streambed, three excavators also worked at full capacity to dredge and clear the flow, all with the goal of preventing floods and protecting people's lives and property to the highest extent. Comrade Phan Thanh Hung, Commander of the Van Ban Commune Military Command, said: The commune military force has closely coordinated with villages and hamlets, proactively organizing forces to check high-risk areas and key areas of natural disasters to warn and evacuate people to safety, ready to respond in any situation that may arise.

With the motto of "4 on-site" to both overcome the consequences of storm No. 10 and prevent storm No. 11, Van Ban commune has established 6 working groups to go to the villages and hamlets to inspect and overcome the situation. At the same time, more than 300 people and vehicles have been mobilized to help people move people and property to safety. For residential areas at risk of flooding and dangerous landslides, people and property will continue to be evacuated to ensure safety.

Comrade Vu Xuan Thuy, Chairman of the People's Committee of Van Ban Commune, said: "We have arranged forces on duty 24/24 hours to ensure that all natural disaster situations are handled as soon as possible. The commune has proactively ensured the necessary conditions according to the "4 on-site" motto: On-site command, on-site forces, on-site means and supplies, and on-site logistics. Along with that, the commune is also actively searching for safe, long-term land funds, and at the same time mobilizing all resources to arrange residents out of dangerous areas. Despite the difficulties, we are determined to overcome them and ensure that we best meet the needs of the people."

Proactively prevent and combat natural disasters early and from afar

Taking advantage of the sunny weather right after storm No. 10 passed, along with overcoming the consequences, Duong Quy commune also called on hundreds of cadres, teachers and people in the area to participate in supporting people to harvest rice early to avoid storm No. 11. From early morning, throughout the fields, the shouts of calling each other to harvest, the sound of rice threshing machines running at full capacity showed the urgency and initiative of the local government, with the determination to minimize the damage that occurred.

While chatting, Ms. La Thi Hai in Ban Pau enthusiastically said while quickly tying up rice for the commune officials to carry to the threshing machine: “My family grows more than 4 sao of rice, and the rice is starting to ripen at this time, but due to the impact of storm No. 10 causing heavy rain, all the rice has fallen. Then, hearing that storm No. 11 is about to make landfall, my whole family has been worried for the past few days. Luckily, the commune government announced to send officials to support. My family is very excited. With everyone's help, these 4 sao of rice can be finished in just one session. If the family had harvested it themselves, it would have taken several days.”

Comrade Nguyen Thi Tram, Secretary of the Party Committee of Duong Quy Commune, said: “The commune has proactively and synchronously deployed response measures since the warnings from specialized agencies and provincial authorities. Therefore, during the recent storm No. 10, many households were evacuated to safe places. Up to now, the locality has had no human casualties.

For storm No. 11, we proactively held a meeting with the Commune Steering Committee to propose specific scenarios to respond to storms and rains, and at the same time divided into groups and teams in charge of villages and hamlets to support people in harvesting rice to escape the storm. At the same time, we developed plans, prepared vehicles and materials, and ensured that logistics were always ready when natural disasters occurred.

It can be seen that when the grassroots level has a firm grasp of the situation and is proactive in all situations, damage caused by natural disasters will be reduced to the lowest level. In particular, when operating the two-level local government apparatus, the "4 on-site" motto has been fully promoted, the commune-level government has demonstrated its important role: close to the people, devoted to the people, is the frontline force, is the shield to ensure the safety of people's lives and property.
