Quang Ninh is considered a "miniature Vietnam", not only famous for its majestic mountains and rivers, but also a convergence of endless cultural resources. The province has identified three main pillars of development: nature - people - culture, creating a "tripod" for sustainable development. In the new era, besides economic integration, Quang Ninh still retains its core values, the source of the "flow" of culture, while at the same time arousing and spreading to become an important endogenous resource, accompanying the province's rapid and sustainable socio-economic development.

Quang Ninh has a full range of unlimited and finite resources; it is a place with unique values, rich natural resources, with the World Heritage - Natural Wonder of Ha Long Bay and the Yen Tu Scenic Relic Site located in the World Cultural Heritage Complex of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac. In addition, Quang Ninh is also the cradle of the Vietnamese working class with the invaluable heritage of "Discipline - Unity". From those valuable, different, and unique values, along with the Party's major orientation and policies, Quang Ninh province determines to develop culture in sync with economic development, considering culture as both a goal and a spiritual foundation, a driving force for socio-economic development, building a culture rich in local identity. That is also the reason why Resolution No. 11-NQ/TU (dated March 9, 2018) of the Provincial Party Committee on building and developing culture and people of Quang Ninh to meet the requirements of sustainable development was issued, creating a great driving force for the development of the Mining Region's culture.

Next, the Resolution of the 15th Provincial Party Congress identified: "Building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities" as one of the three breakthroughs in the 2020-2030 period. Resolution No. 17-NQ/TU (October 30, 2023) on building and promoting cultural values ​​and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development, to strengthen the leadership of Party committees at all levels in the work of building and developing culture and people of Quang Ninh in the spirit of the Resolution of the 13th National Party Congress, identifying culture as "The driving force and important development resource of the country".

With the efforts and consensus of the government and people, the values ​​of natural and cultural heritages continue to be preserved and promoted. Currently, Quang Ninh has 637 historical and cultural relics inventoried and more than 2,800 intangible cultural heritages recorded. In the past 3 years, Quang Ninh has invested nearly 3,000 billion VND to restore and embellish more than 120 relics, including key projects...

Based on the close direction of the province, the Party committees, authorities, the Fatherland Front and socio-political organizations in the province have specified the tasks of developing Quang Ninh culture and people into detailed plans, projects and topics in terms of practical significance, implementation role, goals, products... The movement "All people unite to build a cultural life" has developed extensively, vividly reflecting the practical life, contributing to the enrichment of traditional cultural values ​​of regions and ethnic groups in the province; 100% of residential areas have built village covenants and conventions suitable to the new situation.

With adequate resources, proper investment, and a methodical approach based on the consistent viewpoint that "people are the internal strength of development", the image of modern cultural works, the image of today's innovative Quang Ninh and the generous, friendly, and hospitable Quang Ninh people have been spreading throughout the world through international cultural, sports, and entertainment events. These are not only opportunities to promote the image of the people, land, and homeland of Quang Ninh, but more importantly, each Quang Ninh person is directly participating, enriching the spiritual life and improving the physical health of the people.

In order for all people in the province to enjoy the fruits of inclusive growth, Quang Ninh has many important policies to improve the quality of people's lives. In the 2021-2025 period, the total social security expenditure of the whole province reached 4,278 billion VND, focusing on policies on employment, residential land, production land, domestic water, vocational training, education, health care, poverty reduction... The province has eliminated 100% of temporary houses and newly-emerged dilapidated houses in the area since 2023, taking the lead in supporting housing for people with revolutionary contributions and relatives of martyrs. Quang Ninh finished 3 years ahead of schedule the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and there are no more poor or near-poor households according to the province's poverty standards (1.4 times higher than the Central poverty standards in terms of income criteria). Notably, the province has allocated about VND 2,600 billion to implement the Overall Program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the 2021-2025 period, with a vision to 2030, to encourage the poor and people in difficult areas to develop production, escape poverty and get rich, and improve their ability to ensure social security.

At the same time, the province also pays special attention to improving the quality of people's health care through developing the medical examination and treatment network and the emergency system, taking the lead in deploying advanced and specialized techniques at the central level. Health indicators are all higher than the national average, meeting the set targets. In addition, hundreds of billions of VND from the provincial budget are allocated to improve facilities, purchase teaching equipment for the education sector; support tuition fees for preschool children, high school students, and continuing education students throughout the area.

Notably, from regular spending savings, the province has allocated more than VND1,000 billion in public investment capital to build 17 high-quality schools in localities, creating conditions for students to study in a modern, synchronous environment, meeting the requirements of educational innovation.

Thanks to synchronous policies, reasonable investment resources and the participation of the entire political system, the lives of Quang Ninh people have been constantly improved, especially in difficult areas, rural areas, mountainous areas, border areas and islands. This is a vivid demonstration of the people-centered development strategy, "no one is left behind" on the journey towards prosperity and common happiness. The rate of schools meeting national standards will reach over 95%. Quang Ninh has 68.2 hospital beds per 10,000 people; 19 doctors per 10,000 people; 7.9 university pharmacists per 10,000 people; 33 nurses per 10,000 people; The rate of population participating in health insurance is over 97%. The above goals and targets are specified by key tasks and solutions, emphasizing the development of culture and people, building a culture rich in Quang Ninh's identity; preserving and promoting heritage values ​​associated with heritage economic development; narrowing the gap between rich and poor and regional disparities; improving the quality of life in all aspects for the people; continuing to innovate management methods and governance of social development towards sustainability.
