Immediately after the 2024 Law on Fire Prevention and Fighting and Rescue and its guiding documents took effect from July 1, 2025, sectors and localities in the province actively implemented and put new legal regulations into practice, contributing to improving the effectiveness of incident prevention and handling.

Proactively implement new regulations
One of the notable new points of the Law on Fire Prevention, Fighting and Rescue 2024 and Decree No. 105/2025/ND-CP of the Government (effective from July 1, 2025), the Fire Prevention and Fighting and Rescue Police Department receives a number of types of facilities under the previous regulations under the management authority of the People's Committee at the commune level, such as accommodation facilities with a height of 3 floors or more and hands over to the People's Committee at the commune level a number of types of facilities, including gas stores of 500kg or less. The new law also provides for greater responsibility of Commune-level People's Committees in state management of fire prevention and fighting, appraisal, and fire safety inspection.
Lieutenant Colonel Mai Van Anh, Deputy Head of Fire Prevention and Rescue Police Department (Provincial Police) said : Before the law took effect, Quang Ninh Police proactively grasped the situation, reviewed and basically investigated facilities under the management of fire prevention and fighting in Appendix 1 attached to Decree No. 105/2025/ND-CP of the Government. The unit established working groups to answer questions from specialized construction agencies as well as People's Committees of wards, communes and special zones about difficulties and problems in implementing these new regulations. Since the beginning of August, the unit has handed over more than 300 facilities and received more than 500 facilities from the People's Committees at the commune level, bringing the total number of facilities managed by the police to 3,975.
After receiving and handing over the facility, the Fire Prevention and Rescue Police Department organized propaganda and dissemination of the Law's content and implementation instructions to 54 communes, wards, and special zones, for each production and business facility and residential area. The propaganda content focused on new points related to the responsibilities of facility heads and fire safety standards for each type of activity. In particular, the functional forces directly guided the facilities to declare and update information to the National Fire Prevention and Rescue Database System. This is a key task in the digital transformation roadmap, aiming to build a "correct, sufficient, clean, and live" data system, effectively serving state management, ensuring consistency, synchronization, and information sharing among forces.
Ms. Do Thi Bich Hue, owner of the private kindergarten Hat Mam Nho (Hong Gai ward) shared: Before, I only had a general understanding of fire prevention requirements. When the new law came out, I saw many changes but because there were too many items, I could not grasp them all. When the police officers directly disseminated and summarized the new points, related to different types of facilities, we clearly understood what we had to do to ensure the safety of children and comply with the law.
According to Captain Nguyen Van Hoa, Captain of the Fire Prevention and Rescue Police Team of Region 4 (Fire Prevention and Rescue Police Department, Provincial Police), declaring and updating full information will help the authorities grasp the local situation, develop inspection and response plans suitable for each type of facility, and improve the ability to proactively prevent and handle incidents when they arise.
Not only propagating and disseminating, the Law on Fire Prevention and Fighting and Rescue 2024 and its guiding documents, once effective, have been applied in practice by the authorities. Implementing the provisions of Clause 2, Article 13 and Clause 3, Article 14 of Decree No. 105/2025/ND-CP, since July, the Provincial Police have coordinated with specialized agencies such as the Department of Construction, Department of Industry and Trade, Department of Agriculture and Environment, Economic Zone Management Board and Commune-level People's Committees to periodically inspect fire prevention and fighting work at 396 establishments in the province. Through inspection, 30 violations were detected, including 23 violations of fire prevention and fighting and 7 violations in the construction sector.
Promoting the motto "4 on-site "

In addition to organizing conferences to disseminate the law, the authorities also went to each facility to guide high-risk units such as banks, schools, markets, hotels, motels, and accommodation establishments to comply with the new regulations, as well as update information to the national database system on fire prevention and fighting. This is an important step to build a synchronous database, contributing to enhancing the effectiveness and efficiency of state management of fire prevention and fighting in the province; at the same time, creating consensus in society, as well as raising awareness of law compliance, preventing and limiting violations of the law in the field of fire prevention and fighting and rescue.
At PVcombank Quang Ninh, where 70-80 staff and customers regularly transact every day, fire prevention and rescue work is always a top priority. This is also one of the facilities that updates data the earliest in the whole province. Bank representative, Mr. Vu Dinh Duc said: Our bank has invested in a fire alarm and fire fighting system, a modern water pump and wall hydrant system; at the same time, we coordinate with functional forces to periodically inspect and maintain. Staff are trained in handling skills when incidents occur. The awareness of staff and customers coming to transact, in fire prevention has also increased significantly.
A bright spot in fire prevention and fighting work in Quang Ninh is the effective construction and maintenance of self-management models at the grassroots level. Currently, the whole province has built more than 2,280 fire prevention and fighting and rescue models, including more than 1,500 "Fire Prevention and Fighting Safety Inter-family Teams", hundreds of public fire fighting points, and fire prevention and fighting safe residential areas. These models have helped people detect and promptly handle arising situations from the beginning, limiting damage to people and property.
Since the beginning of the year, Quang Ninh has had 76 fires, down 23 cases compared to the same period in 2024. In addition, there were 3 explosions that injured 13 people, causing a total loss of nearly 10 billion VND. Although the number of fires has decreased, the risk is still latent, especially in densely populated residential areas, small-scale production facilities or those using unsafe electrical and gas equipment.
The initial results in implementing the Law on Fire Prevention and Fighting and Rescue in 2024 in Quang Ninh show that the application of new legal regulations into life does not stop at propaganda, but has gone deep into practice through specific actions, receiving support and active participation from the people; contributing to protecting people's lives and property, maintaining social security.
