Central Council for Dissemination and Education of Law Meeting

(sonla.gov.vn) On October 3, 2025, Deputy Prime Minister Le Thanh Long, Chairman of the Central Council for Coordination of Legal Dissemination and Education, chaired the meeting to evaluate the results of judicial work in the first 9 months of the year; deploy tasks for the last months of 2025. The meeting was held online to 34 provinces and cities across the country. Attending the Son La province bridge were Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Council for Coordination of Legal Dissemination and Education; members of the Provincial Council for Coordination of Legal Dissemination and Education.

Implementing the policy of decentralization, decentralization, streamlining the apparatus and operating the 2-level local government model, the Coordinating Council for Dissemination and Education of Law (PBGDPL) has also innovated in terms of composition, functions and tasks on the basis of merging the Coordinating Council for Dissemination and Education of Law and the Inter-sectoral Coordinating Council for Legal Aid (TGPL). Performing the tasks and powers according to Decision No. 26/2025/QD-TTg dated August 4, 2025 of the Prime Minister, the Coordinating Council for Dissemination and Education of Law at all levels organizes the timely implementation of tasks, in many diverse and regular forms. Many key tasks are proactively organized and implemented by members, especially in orienting the replication of PBGDPL models, promoting the application of information technology, and implementing digital transformation.

In the first 9 months of the year, the Central Council and the Ministry of Justice - the Standing Body of the Council have proactively issued under their authority or advised the Prime Minister and the Chairman of the Council to issue 40 documents implementing policy communication work, draft legal documents and legal dissemination. In addition, the Council also focused on urging, directing and guiding ministries, branches, agencies and localities to promptly deploy legal dissemination for laws and resolutions passed by the National Assembly at the 8th and 9th Sessions. The Ministry of Justice advised the Council to issue 2 documents directing and guiding the implementation of legal dissemination work, ensuring focus and key points, focusing on promoting the application of information technology and digital transformation. Through synthesis, the whole country has organized 216,584 direct legal dissemination activities for 23,977,557 participants; 4,987 legal knowledge competitions, with 2,284,549 participants; 16,063,931 legal aid documents were issued, of which 557,131 documents were posted on the Internet... Legal aid organizations provided 16,629 cases, including 2,420 consulting cases, 14,113 cases of participation in litigation, and 96 cases of non-litigation representation. The number of successful legal aid cases participating in litigation was: 3,787 cases (2,931 defense cases, 856 protection cases).

At the meeting, delegates focused on discussing a number of issues on: Training on communication on decentralization and decentralization of local government at 2 levels; application of information technology, digital transformation in legal dissemination and education work. Legal dissemination and education activities in schools and vocational training institutions; legal support for businesses; inter-sectoral coordination on legal aid in litigation activities; diversifying transmission channels and propaganda content of legal dissemination and education that needs to be focused and timely to the people and businesses...

In the last months of the year, the Central Council for Legal Dissemination and Coordination focused on innovating policy communication work to ensure timeliness, focus, and close adherence to reality and requirements set out in Resolution No. 66-NQ/TW. Advised on amending the Law on Legal Dissemination and Coordination of Legal Aid in 2012, the Law on Legal Aid in 2017; organized dialogue forums with businesses in conjunction with implementation activities, responding to Vietnam Law Day in 2025; organized legal dissemination and co-operation activities on elections, serving the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term. Effectively implemented the application of information technology, digital transformation in legal dissemination and co-operation, legal support for small and medium-sized enterprises, business households, and individual businesses, focusing on implementing the Project "Digital transformation in legal dissemination and co-operation for the period 2025-2030". Strengthen coordination among Council members in implementing legal aid activities in litigation.

Speaking at the Conference, comrade Le Thanh Long acknowledged the achievements of the Council members. At the same time, he requested that the Council members strengthen coordination, exchange, share information and consult opinions in implementing tasks; promptly remove difficulties and obstacles, flexibly adjust the implementation of proposed programs and work plans. It is necessary to focus on improving the effectiveness of legal dissemination activities in schools and vocational training institutions; apply information technology in transmitting and disseminating legal information in the period 2025 - 2030. At the same time, continue to improve and effectively operate the National Law Portal; apply artificial intelligence technology in legal dissemination.
