Vietnam - Japan: Enhancing cooperation in science and technology, innovation and digital transformation

From October 2-5, 2025, Minister of Science and Technology (MOST) Nguyen Manh Hung led a delegation of the MOST to visit Japan, implementing a series of bilateral and multilateral activities to promote the three-way cooperation model of "State - Scientists - Enterprises", and at the same time presenting and affirming Vietnam's strategic orientation on artificial intelligence (AI), semiconductors and digital transformation.

In Tokyo, Minister Nguyen Manh Hung had a working session with Mr. Adachi Masashi, Minister of State at the Ministry of Internal Affairs and Communications of Japan. The two sides agreed to promote cooperation in key areas such as AI infrastructure, big data, digital transformation, and information security.

At the meeting, Minister Nguyen Manh Hung emphasized that Vietnam identifies AI and mobile infrastructure as strategic pillars in national digital transformation. Vietnam wishes to closely coordinate with the Japanese Government and businesses in building AI infrastructure, developing human resources and promoting technology transfer in a practical and effective manner. Japan expressed its willingness to support Vietnam in developing digital infrastructure, sharing experiences in information technology management, and creating favorable conditions for businesses of the two countries to connect and expand cooperation.

During the working trip, Minister Nguyen Manh Hung worked with the Japan Science and Technology Agency (JST). Mr. Kazuhito Hashimoto, Chairman of JST, thanked the Minister for supporting the Japan-ASEAN Science, Technology and Innovation Cooperation Program (NEXUS) of JST, one of the key programs in science and technology cooperation between Japan and ASEAN countries. The two sides agreed to choose semiconductors as the key cooperation area within the NEXUS framework, and at the same time encourage young Vietnamese researchers to go to Japan to participate in joint research programs on semiconductors with Japanese researchers.

Minister Nguyen Manh Hung said that Vietnam wants the two sides to promote cooperation and co-fund joint research projects in the field of semiconductors, and expand technology areas such as advanced packaging. The Minister proposed focusing on long-term research programs of 5 or 10 years, while increasing investment for these projects. In addition to the semiconductor field, the Minister suggested expanding cooperation to other strategic sectors and promoting the commercialization of research results in both directions between Japan and Vietnam and vice versa to maximize the innovation potential of both countries.

On the same afternoon, at the Vietnamese Embassy in Tokyo, the Minister attended the seminar on "State - Scientist - Enterprise Cooperation: Promoting Strategic Technology Research - Chip & Edge AI" organized by the Embassy in coordination with FPT Japan and the Vietnam Digital Transformation Association in Japan (VADX). The seminar was attended by a large number of Vietnamese intellectuals, experts, and businessmen in Japan, with outstanding presentations from Tokyo University of Science, shares from Nafosted Fund, FPT Semiconductor, OMIGROUP, and the Institute of Posts and Telecommunications Technology.

At the seminar, Ambassador Pham Quang Hieu emphasized that the Vietnamese intellectual community studying and working in Japan is a strategic resource that needs to be reconnected in the domestic development process.

Speaking at the seminar, Minister Nguyen Manh Hung affirmed that the Vietnamese Government has identified semiconductor chips as a strategic technology industry. The Minister highly appreciated the opinions shared by Vietnamese scientists at the seminar, which demonstrated a humane approach in line with the goal of protecting the environment and respecting social diversity. "The Government will accompany and support Vietnamese scientists in developing core technologies to serve the country's development," said the Minister.

During the working trip, Minister Nguyen Manh Hung attended the 22nd Science and Technology in Society Forum (STS Forum) with the theme "Looking to the world 2030 and beyond: The future of science, technology and humanity" at the Kyoto International Conference Center. The forum focused on discussions on AI, sustainable development, climate change and science and technology diplomacy, with many separate sessions for senior leaders (Ministers, CEOs, CTOs, Academies, Science and Technology Foundations). The forum attracted more than 1,500 delegates from more than 100 countries, including 14 Nobel laureates and the participation of the Emperor and Empress of Japan at the Opening Plenary Session.

On this occasion, Minister Nguyen Manh Hung also visited Nagoya to visit the Station AI Nagoya Innovation Center - a public-private partnership model between Aichi Prefecture and SoftBank. Station AI is expected to become Japan's leading startup incubation center, aiming to incubate 1,000 startups by 2029.

Here, Minister Nguyen Manh Hung highly appreciated the public-private partnership model (BT + PFI) applied at Station AI. The Minister suggested that Vietnam could learn from this model to develop national startup centers, and also recommended setting up a Vietnam Startup Desk at Station AI to support Vietnamese startups to access the Japanese market.

The delegation also visited HachiX Company - a startup founded by Vietnamese people in Nagoya, operating in the fields of AI, embedded systems, and IoT. The Minister praised the spirit of innovation and hoped that HachiX would take the lead in the Edge AI trend and expand product cooperation between the two countries. The Minister assigned units in the Ministry to coordinate with HachiX to link with the Nafosted Fund and the Department of Innovation to promote applied research and connect Vietnamese and Japanese enterprises in automation and AI solutions.

Minister Nguyen Manh Hung's working trip to Japan achieved many important results: consolidating the three-way cooperation model "State - Scientists - Enterprises"; connecting the Vietnamese intellectual network in Japan with the domestic innovation ecosystem; expanding Vietnam's strategic cooperation directions on AI, semiconductors and digital transformation.

Based on the achieved results, the Ministry of Science and Technology will coordinate with Japanese partners to continue promoting joint research programs, technology commercialization, and promoting startups, high-quality human resources and national AI infrastructure, contributing to bringing science and technology into the main driving force for Vietnam's breakthrough development in the new period.
