Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 188 requesting ministries, branches and localities to proactively respond to the risk of rain, floods, flash floods and landslides caused by storm Matmo.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of October 6, storm Matmo entered the mainland of Guangxi province - China (near the Vietnam - China border area) and weakened into a tropical depression.
However, according to forecasts, the circulation of storm No. 11 will cause heavy rain and possible thunderstorms on October 6-7. In particular, the mountainous and midland areas of the North will have common rainfall of 100-200mm, locally there will be very heavy rain up to over 300mm (especially the risk of heavy rain over 150mm in 3 hours).

The Northern Delta and Thanh Hoa regions are forecast to have moderate to heavy rain with common rainfall of 50-150mm, locally very heavy rain over 200mm.
The Prime Minister emphasized that this was a heavy rain right after the recent days of heavy rain due to the influence of storm No. 10, in many places the land was saturated with water, rivers, lakes and dams were full of water.
Therefore, there is a very high risk of continued major floods on small rivers and streams and upstream, flash floods, landslides in mountainous and midland areas of the North and North Central regions, and inundation in urban areas and low-lying areas.
To ensure the safety of people's lives and limit property damage, the Prime Minister requested ministries, branches and localities to focus on directing close monitoring, regularly and continuously updating developments of storm No. 11 to promptly deploy measures to prevent and respond to floods, flash floods, landslides, etc.
Heads of provincial and municipal authorities, especially in midland and mountainous areas, are assigned to direct and mobilize forces to synchronously and drastically deploy measures to ensure people's lives and limit property damage caused by flash floods and landslides.
In particular, the Prime Minister noted that localities, based on the actual situation and flood forecasts in the area, can consider allowing students to study online instead of going to school if necessary.
Along with reviewing and supporting households to evacuate from dangerous areas at risk of landslides, flash floods, etc., the Prime Minister directed to control and restrict people and vehicles from traveling on roads at risk of being unsafe during floods.
The Government leader reminded units to closely monitor, operate and regulate to ensure dam safety, prevent floods from occurring; promptly mobilize forces and means to prevent, combat and overcome incidents as soon as they occur.
On the other hand, the Prime Minister directed the arrangement of forces, vehicles, materials, food, provisions and necessary necessities in key and vulnerable areas forecasted to be at risk of being isolated due to landslides and floods to be ready for rescue, relief and support for people.
The Prime Minister assigned the Minister of National Defense, the Minister of Public Security and relevant ministries to direct and mobilize forces to support localities and people in implementing flood prevention, response, search and rescue work, and quickly overcome the consequences of natural disasters.
