The Propaganda Department (General Department of Politics of the Vietnam People's Army) has just publicly posted the list of individuals proposed to be awarded the title of Hero of the People's Armed Forces to solicit opinions from organizations and individuals.
The person consulted was Major General Pham Van Ty, Deputy Director of the Department of Rescue and Relief (General Staff of the Vietnam People's Army).

Major General Pham Van Ty has many years of experience in search and rescue work, and directly commanded two Vietnamese military delegations participating in international rescue missions in Türkiye in 2023 and Myanmar in 2025.
In February 2023, Major General Ty led a group of 76 soldiers to participate in the rescue in Türkiye after a 7.8 magnitude earthquake killed more than 43,500 people. During 10 days of duty in Hatay province, the group searched over 31 locations, discovered 15 locations with buried victims, handed them over to the rescue force and recovered 28 bodies.
In addition, the group also organized a team of search and rescue dogs, a team of engineers using sound, images and wall-penetrating radar to coordinate with groups from Bahrain and Mexico to find 3 locations; on that basis, 10 more bodies of the victims were brought out.
Two years later, in March 2025, Major General Pham Van Ty continued to command a group of 80 soldiers to Myanmar to rescue after the 7.7-magnitude earthquake killed more than 3,000 people. The group promptly used sniffer dogs and specialized detection equipment, discovered 32 locations with victims, and directly organized searches at 20 locations, handing over 12 locations to their friends.
