On the afternoon of September 22, at the meeting of the National Assembly Standing Committee, Chairman of the Committee for Law and Justice Hoang Thanh Tung said that through examining reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly, the examining agency found that in 2025, the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies had completed an exceptionally large amount of work related to law-making; promptly institutionalized the Party's policies and guidelines, created a synchronous legal corridor, meeting the requirements of national development in the new era.
However, the reports of the Government, the Supreme People's Court , and the Supreme People's Procuracy have not mentioned and evaluated the content of considering and handling the responsibility of the heads of agencies for the delay in implementing laws, ordinances, resolutions, issuing detailed regulations, and guiding documents with illegal content. These are very important contents that need to be evaluated more deeply. Some figures stated in the Government's report have not been updated in accordance with the 2025 reporting period...

The Committee on Law and Justice recommends that the National Assembly and the Standing Committee of the National Assembly continue to pay attention to and direct the development of legislative orientation projects for the 16th National Assembly term to be submitted to competent authorities for decision; minimize the situation of proposing additions to the legislative program close to the time of organizing National Assembly sessions and meetings of the Standing Committee of the National Assembly; limit submitting to the National Assembly draft laws and resolutions according to shortened procedures...
“The Government is requested to promptly study and submit to the Standing Committee of the National Assembly amendments and supplements to the Ordinance on Consolidation of Legal Documents to supplement the authority to consolidate legal documents for local authorities. In the immediate future, to meet practical requirements, it is recommended to study and supplement the content of assigning local authorities to carry out the work of consolidating legal documents issued by local authorities in the Resolution of the 10th Session of the 15th National Assembly,” Chairman Hoang Thanh Tung stated.

The head of the Committee on Law and Justice also requested the Supreme People's Court and the Supreme People's Procuracy to focus on researching and proposing amendments and supplements to procedural laws, promptly institutionalize the Party's guidelines and policies, and promptly issue detailed regulations within their authority.
Acknowledging the great efforts of all agencies, National Assembly Chairman Tran Thanh Man suggested focusing on a deeper assessment of corruption prevention and negativity in legislative work, building two-level local governments, etc.; paying attention to clarifying the causes and responsibilities of agencies for the limitations that have been pointed out.
Informing that at the upcoming 10th session, the National Assembly is expected to consider and decide on 70 contents, including about 50 draft laws, the National Assembly Chairman emphasized the need to increase the application of information technology in the work of building and organizing law enforcement.
Comrade Tran Thanh Man also requested relevant agencies to focus on thoroughly handling the situation of slow and delayed issuance of detailed regulations and legal documents with contradictory, overlapping, and illegal content discovered through inspection and review work.
