To keep up with the progress of the North-South Expressway Construction Project in the East phase 2021-2025, the Standing Vice Chairman of the People's Committee of Quang Binh province, Doan Ngoc Lam, requested the People's Committee of Le Thuy district to immediately issue enforcement decisions and develop a construction protection plan for cases that do not agree with the compensation policy. In addition, for cases where enforcement decisions have been made, the district must carry out enforcement when the mobilization period has expired. At the same time, apply the unit price for site clearance compensation according to current policies; working groups, Project Management Boards and contractors coordinate closely in performing compensation and site clearance tasks; promptly remove difficulties, obstacles and arising issues, so as not to affect the construction progress of the project. According to the report, by September 30, in Quang Binh province, 5 districts, towns and cities had completed site clearance and handed over 100% of the clean site to implement the North-South Expressway Construction Project in the East phase 2021-2025. Le Thuy district alone has handed over 31.77km of site (reaching 99.45%); the remaining area not yet handed over is 175m (0.55%); of which, Truong Thuy commune is 105m, Phu Thuy commune is 25m and Le Ninh Farm town is 45m. According to the representative of the Le Thuy District Site Clearance Council (Quang Binh), site clearance compensation in the district still has some problems related to land price list, approval of compensation, support and resettlement plans; issuance of land recovery decisions for unimplemented works and projects. To resolve the above difficulties, Le Thuy district proposed the Provincial People's Committee to direct relevant departments and branches to promptly adjust the Land Price List for locations, areas, and routes with specific land valuations as a basis for implementation; advise on promulgating regulations and policies on compensation, support, and resettlement when the State reclaims land according to the 2024 Land Law; regulate unit prices of works, crops, livestock, etc. as a basis for approving compensation and support plans. Previously, on September 17-18, the People's Committee of Le Thuy district (Quang Binh) also organized the compulsory land recovery of 3 households in Phu Thuy commune to hand over the site to the construction unit of the North-South Expressway Project, Eastern phase 2021-2025, section passing through Quang Binh province. The North-South Expressway Construction Project in the Eastern Region, phase 2021-2025, through Quang Binh province, has 3 component projects, with a length of 126.43km, passing through 6 districts, towns, cities and 35 communes and wards. To implement this project, about 3,772 households in Quang Binh province were affected; of which, 551 households were subject to resettlement. About 4,642 graves were affected; of which, nearly 4,000 graves had to be relocated to new locations. Many works and technical infrastructure were also affected and had to be relocated.
