Organizing the 2025 Fall Fair ensures quality and success

The Government Office issued Document No. 536/TB-VPCP dated October 5, 2025 announcing the conclusion of Deputy Prime Minister Bui Thanh Son at the meeting of the Steering Committee for the 2025 Autumn Fair.

Accordingly, on October 3, 2025, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son, Head of the Steering Committee for the 2025 Autumn Fair (Steering Committee) chaired the first meeting of the online Steering Committee with 34 provinces and centrally-run cities.

Attending the meeting at the Government Headquarters were Comrade Nguyen Hong Dien, Minister of Industry and Trade, Deputy Head of the Steering Committee; Comrade Ho An Phong, Deputy Minister of Culture, Sports and Tourism, Deputy Head and members of the Steering Committee; leaders and representatives of ministries, ministerial-level agencies, and agencies under the Government; representatives of leaders of State-owned corporations and groups; leaders of Vingroup and Vietnam Exhibition Fair Center Joint Stock Company. Attending the meeting at the bridge of 34 provinces and centrally run cities were leaders and representatives of the People's Committees of provinces and centrally run cities.

Deputy Prime Minister Bui Thanh Son chaired a meeting to deploy preparations for the organization of the 2025 Autumn Fair.

After listening to the Report of the Ministry of Industry and Trade - Standing Agency of the Steering Committee, and the opinions of the delegates attending the meeting, Deputy Prime Minister Bui Thanh Son, Head of the Steering Committee, concluded as follows:

In terms of meaning and importance: This is the first Fair in Vietnam, organized on the largest scale (with about 3,000 booths), at the largest and most modern Center (area of ​​about 100,000 m2) and with the largest number of participants (all 34 provinces, ministries, branches, relevant agencies, corporations, general companies and private enterprises, domestic and foreign enterprises are mobilized to participate).

  The 2025 Autumn Fair is scheduled to take place from October 20 to November 5 at the Vietnam Exhibition Center.

Organizing the 2025 Autumn Fair (Fair) on a large scale is very necessary. The Fair will be a concentrated trade promotion channel, aiming to stimulate consumption, promote production and business, expand import and export, attract a large number of businesses and consumers to participate, making an important contribution to achieving the economic growth target of over 8% in 2025.

Research is needed so that similar Fairs can be maintained and organized annually. The Ministry of Industry and Trade continues to develop a project to not only organize the Autumn Fair, but also Summer, Spring Fairs...; not only worthy of the national level but also gradually reaching the regional and international level.

Highly appreciate the Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism, the Hanoi People's Committee and Vingroup Corporation for their coordination in a short time to complete the draft implementation plan, prepare for the organization of the 2025 Autumn Fair and promptly disseminate it to localities, ministries, branches and relevant agencies.

In order to organize the 2025 Autumn Fair with quality and success according to the direction of the Prime Minister in Official Dispatch No. 172/CD-TTg dated September 25, 2025 on organizing the 2025 Autumn Fair, the Steering Committee requests the Ministers, Heads of agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of State-owned Corporations and Groups, members of the Steering Committee and relevant agencies and units to focus on directing the implementation of assigned tasks and work to ensure progress, quality and efficiency; focusing on the following key contents:

Relevant ministries, agencies, localities and units shall speed up the implementation of assigned tasks and duties in accordance with the direction of the Prime Minister, Deputy Prime Minister, Steering Committee and the set plan, ensuring quality and progress. Pursuant to the guidance of the Ministry of Finance in Official Dispatch No. 15292/BTC-QLDT dated October 2, 2025, proactively select contractors to carry out work serving the organization of the 2025 Autumn Fair in the assigned subdivision.

The Hanoi People's Committee presides over and coordinates with the Vietnam Exhibition Fair Center Joint Stock Company to agree on a plan to ensure security, order, absolute safety, fire and explosion prevention, landscape assurance, environmental sanitation, health, food safety and hygiene, and specifically notify the responsible unit, contact person name, hotline... before October 10, 2025.

Localities urgently contact Vietnam Exhibition Fair Joint Stock Company to receive the site no later than October 6, 2025; at the same time, proactively develop a design, staging and construction plan right at the "Autumn Land of Vietnam - Autumn Colors and Fragrance" subdivision.

The Ministry of Industry and Trade fully absorbs the opinions of the Government Standing Committee at the meeting on October 2, 2025 and the opinions of the delegates attending the meeting, urgently completes the Project to organize the Autumn Fair 2025 and reports to the Head of the Steering Committee for consideration and comments, and completes on October 5, 2025.

Focus on directing, directly working, and closely coordinating with Vietnam Exhibition Fair Center Joint Stock Company to urgently build and complete the overall design, subdivisions, and floor plan of the Fair to ensure quality, progress, meet the requirements and have full legal basis according to law; The Ministry of Industry and Trade is responsible for appraising and approving the overall design and subdivisions according to its authority.

Preside and coordinate with Vietnam Exhibition Fair Center Joint Stock Company to notify other arising costs (if any) so that ministries, branches and localities can develop cost estimates, to be completed by October 5, 2025; urge agencies and units to start construction, ensuring construction time is appropriate to the workload of each unit.

The Ministry of Finance, based on the synthesis and proposal report of the Ministry of Industry and Trade on the need for financial support of ministries, branches and localities (if any), shall urgently propose and report to competent authorities for consideration and decision no later than October 10, 2025, in accordance with the provisions of law on the state budget and relevant laws, ensuring effective savings, avoiding waste and negativity; in accordance with the balancing capacity of the state budget.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Ministry of Industry and Trade, the Hanoi People's Committee and Vietnam Television to agree on the duration and script of the Closing Program, report to the Head of the Steering Committee for reporting to the Prime Minister for consideration and decision.

Coordinate with the Ministry of Industry and Trade to provide information to media agencies, newspapers and radio stations before, during and after the Fair (organize a press conference 10 days in advance).

Vingroup Corporation and Vietnam Exhibition Fair Center Joint Stock Company urgently complete the overall design and floor plan of the subdivisions before October 5, 2025 to serve as a basis for ministries, branches and localities to specify the design of each subdivision, unifying the overall identity of the entire Fair.

Carefully review and prepare sufficient infrastructure conditions for units to construct, set up and implement Fair activities; coordinate, guide and create all conditions for contractors to implement; provide technical requirements to the Ministry of Industry and Trade, relevant agencies and units to manage and operate infrastructure during the Fair.

Closely coordinate with the Ministry of Industry and Trade and other agencies, units and localities to resolve issues related to the organization of the Fair to better serve the people and visitors.
