Bao Yen Medical Station proactively ensures medical response to storm No. 11

Faced with the complicated developments of storm No. 11 and the risk of prolonged heavy rains, causing flash floods, landslides and localized inundation, Bao Yen Medical Station (Lao Cai province) has proactively developed plans, carefully prepared, and responded comprehensively, from initial emergency care to disease prevention and control after natural disasters.

Bao Yen commune was established on the basis of merging administrative units including Pho Rang town, Xuan Thuong commune, Luong Son and Yen Son; with a natural area of ​​24,241 hectares, with 5,051 households, 20,642 people living in 42 villages stretching along Chay river and National Highway 70.

There are 13 ethnic groups living together in the area. The terrain has many steep hills and streams, posing a risk of flash floods, landslides and inundation when heavy rains occur.

Bao Yen Health Station does a good job of providing primary health care for the people.

Bao Yen Health Station currently has 23 staff and 26/42 village health workers. The grassroots health network includes 1 main station located in Pho Rang town (old) and 3 affiliated sub-stations, with a total of 20 beds. The stations are all located in convenient locations for transportation and emergency care when needed.

The station has been fully stocked with essential medicines, ensuring regular medical examination and treatment and readiness in case of natural disasters lasting 5-7 days.

The station always has ready supplies and chemicals for disinfection and epidemic prevention, such as: 40 kg of disinfectant chemicals (Cloramine B) distributed at the main station and sub-stations; 3 manual disinfectant sprayers and 1 engine-powered sprayer, serving disinfection and sterilization after floods.

Yen Son Medical Station was flooded due to the impact of storm No. 10.

Due to the impact of storm No. 10, Yen Son Medical Station, which is located in a low-lying area, was severely flooded.

Bao Yen Medical Station has reported and asked for direction from the Commune People's Committee to allow moving the Yen Son Medical Station to the old Yen Son Commune People's Committee headquarters to ensure the maintenance of medical activities and readiness to respond when storm No. 11 causes impacts.

In order to improve the community’s capacity to respond to natural disasters, Bao Yen Health Station organized a training course to improve first aid skills for village health workers. The training content includes: first aid for electric shock, drowning, suffocation, hemostasis, cardiac arrest, trauma treatment, victim classification and transportation, and the use of family and village medical kits.

In addition, the training courses also provide guidance on how to handle environmental pollution and water sources after floods and develop response plans in case of isolated villages, especially ensuring first aid, communication and plans to move victims to safety.

Units support medical stations to overcome the consequences of natural disasters.

Bao Yen Medical Station has established 4 mobile emergency stations including 1 main station and 3 stations at sub-stations. Each mobile emergency station is in charge of a specific number of villages, ready to deploy rescue missions.

Village health workers were instructed on first aid procedures and how to handle medical situations when natural disasters occur. The station has reviewed and supplemented medical equipment, medicine, and chemicals; prepared at least 10 kg of Cloramin B, 1,000 Aquatabs tablets, 15 family medicine bags, and ensured enough essential medicines to serve medical examination and treatment for at least 7 days for each station.

In addition, Bao Yen Health Station advises the Commune People's Committee to direct departments, professional agencies, units, and organizations to coordinate with the station to organize propaganda in villages on natural disaster prevention and control; instruct people on first aid, water treatment, food preservation, and environmental sanitation.

Village disaster prevention teams were also mobilized to support propaganda and respond to unexpected situations.

The development of a disaster prevention plan is detailed and realistic, including situations of power outages, water outages, and isolation of the commune from neighboring communes. Each village has a medical officer in charge, ensuring smooth communication and timely rescue.

We always closely monitor weather developments, proactively identify high-risk areas to develop specific response plans. Human resources, equipment, medicine, and emergency plans have been prepared to protect the health and lives of people and rescue forces before, during, and after natural disasters.

In parallel with the work of natural disaster prevention, Bao Yen Medical Station has proactively developed a plan to implement the expanded vaccination program in early October. According to the plan, vaccines for children and women of childbearing age will be fully distributed, ensuring the right schedule and safety of vaccination.

The station has reviewed the list of subjects, created a specific vaccination schedule for each village, and assigned medical staff to coordinate with village health workers to carry out propaganda and mobilize people to take their children for vaccination on schedule.

Strengthen the integration of disease prevention propaganda for people in expanded vaccination sessions.

In the context of many unusual weather developments, vaccination time and vaccination points are flexibly arranged, suitable to local conditions, ensuring no interruption, contributing to maintaining the vaccination coverage rate according to the set target.

Bao Yen Medical Station has been playing a core role in protecting public health, proactively and flexibly responding to natural disasters, contributing to minimizing damage caused by floods in the area.
