New regulations on Vietnamese and foreign people and vehicles entering and exiting Cam Ranh International Port

The Prime Minister has just issued a Decision amending and supplementing a number of articles of the Regulations on management of Cam Ranh International Port activities - Ministry of National Defense issued together with Decision No. 25 dated June 27, 2016 of the Prime Minister, amended and supplemented by Decision No. 29 dated October 3, 2019 of the Prime Minister.

According to the decision, the Minister of National Defense decides and decentralizes the authority to decide on granting permits and issuing entry and exit permits to Cam Ranh International Port for Vietnamese people and civilian vehicles. The procedures for granting permits for Vietnamese people and civilian vehicles to enter and exit Cam Ranh International Port are as follows: Organizations and individuals wishing to enter and exit Cam Ranh International Port contact Tan Cang - Petro Cam Ranh Company to register for entry and exit. After receiving the request from the organization or individual planning to enter or exit Cam Ranh International Port, Tan Cang - Petro Cam Ranh Company prepares a set of documents according to regulations and sends it directly (or online via the Ministry of National Defense's Administrative Procedure Information System) to the competent authority granting permits to enter and exit Cam Ranh International Port. The time limit and results of the licensing process are within 1 day from the date of receiving valid documents. The competent authority will consider, grant permits and issue permits for people and vehicles to enter and exit Cam Ranh International Port. In case of not granting a license, the reason must be clearly stated in writing. After the result is available, Tan Cang - Petro Cam Ranh Company will notify the organization or individual for implementation.

Foreign ships dock at Cam Ranh International Port.

Entry and exit permits issued to officers, employees, workers and vehicles of Tan Cang - Petro Cam Ranh Company are valid for 12 months. Permits for people and vehicles issued by state management agencies at Cam Ranh International Port and enterprises signing long-term contracts with Tan Cang - Petro Cam Ranh Company to regularly enter and exit Cam Ranh International Port are valid for 3 months. Permits for other cases are implemented according to the working plan at the port of Tan Cang - Petro Cam Ranh Company but not exceeding 3 months. Tan Cang - Petro Cam Ranh Company coordinates with the specialized force protecting Cam Ranh military base to handle the entry and exit of Vietnamese people and vehicles via the western or eastern routes of Cam Ranh Military Base. For Vietnamese crew members and passengers on ships anchored at Cam Ranh International Port when going ashore, use one of the following documents: ID card or citizen identification, passport or crew book and have their name on the crew list...

The Minister of National Defense decides and delegates the authority to decide on granting entry and exit permits to Cam Ranh International Port for foreigners and Vietnamese citizens residing abroad. The application for a permit includes: A written request from Tan Cang - Petro Cam Ranh Company or the agency or unit within the Ministry of National Defense in charge of bringing foreigners into and out of the port, along with a list of foreigners; a copy of the passport or valid international travel document. At least 5 days before the foreigner is expected to enter or leave the port, Tan Cang - Petro Cam Ranh Company or the agency or unit within the Ministry of National Defense in charge of the plan must prepare a set of documents as prescribed and send it to the competent licensing authority. Within 3 days from the date of receipt of a valid application, the competent licensing authority shall respond in writing. In case of refusal to grant a permit, the reason must be clearly stated. The agency and unit in charge of the plan will coordinate with the specialized force protecting Cam Ranh military base and Tan Cang - Petro Cam Ranh Company to handle foreigners entering and exiting along the eastern route of Cam Ranh military base.

Foreign tourists get off at Cam Ranh International Port.

For crew members and passengers on foreign vessels anchored at the port when going ashore, they must use a permit issued by the port border guards and be supervised by the specialized force protecting Cam Ranh Military Base and Tan Cang - Petro Cam Ranh Company; when going ashore, they must comply with the system of signs and traffic flow of the specialized force protecting Cam Ranh Military Base and Tan Cang - Petro Cam Ranh Company.

The Decision also stipulates services and activities carried out in the Cam Ranh International Port area, including: Transporting goods and passengers by sea; shipping agency, sea transport agency; maritime brokerage; maritime pilotage; maritime rescue; maritime consultancy; maintenance, repair, supply of spare parts and replacement equipment for all types of ships and boats; supply of necessities, electricity, water, gas, fuel, lubricants, stuffing, lining, separating goods for all types of ships and boats or services for sailors; loading and unloading of goods, leasing of warehouses and yards; leasing of cargo transit ports; underground surveillance services, ensuring 24/24 security; receiving officers, crew members and tourists by sea; organizing foreign defense activities; providing medical , sports, entertainment, and resort services; organizing domestic and international maritime and naval exhibitions and fairs; other forms of services as prescribed by law.
