Planning for development and application of atomic energy until 2030, vision to 2050

Deputy Prime Minister Bui Thanh Son signed Decision No. 245/QD-TTg dated February 5, 2025 approving the Plan for development and application of atomic energy for the period up to 2030, with a vision to 2050.

Some fields of science , technology and nuclear energy applications in Vietnam have strengths to reach advanced levels in the region.

The general goal of developing and applying atomic energy by 2030 is that the legal system, policy mechanisms and state management agencies on atomic energy are completed in accordance with international practices; the system of research, application and training facilities in the field of atomic energy is planned to be streamlined, upgraded in terms of technical facilities and human resource quality, and operate effectively; a number of key projects have been approved and implemented on schedule; a number of areas of science, technology and application of atomic energy have strengths to reach advanced levels in the region; activities of applying radiation and radioactive isotopes are widely and effectively deployed in industries and fields, contributing positively to improving productivity, quality and efficiency in production and business, improving people's health, protecting the environment and ensuring nuclear safety and security.

Urgently complete and develop the national nuclear power infrastructure to serve the implementation of the Ninh Thuan Nuclear Power Project and continue to research and implement the National Nuclear Power Development Program; research and develop orientations to promote exploration, exploitation, processing and use of radioactive ores in accordance with Vietnam's practical conditions.

Vision goal by 2050, the application of radiation, radioactive isotopes and nuclear power development will make important and effective contributions to socio-economic development, energy security, food security, environmental protection and sustainable development, ensuring nuclear safety and security; the level of nuclear science and technology and many fields of atomic energy application will be equal to the average level of developed countries; master and gradually become self-sufficient in advanced technologies and techniques, ensuring that the application of atomic energy will make effective contributions to socio-economic sectors and fields.

Specifically, regarding the development and application of radiation and isotopes in the health sector , the Plan aims to complete and develop a network of medical facilities specializing in radiology, nuclear medicine, oncology - radiotherapy by 2030, reasonably distributed in regions and localities to serve medical examination and treatment, scientific research and training; improve the efficiency and quality of medical examination and treatment on the basis of improving the quality of human resources, applying advanced and modern techniques, improving management in radiation medicine facilities; research, develop, produce and apply a number of radioactive drugs and marker compounds to serve the diagnosis and treatment of diseases, ensuring safety and protection against radiation for patients, medical staff and the environment.

Regarding the development and application of radiation and isotopes in the natural resources and environment sector , the general goal by 2030 is to develop the application of nuclear techniques in hydrometeorological monitoring and forecasting; basic investigation of water, geological and mineral resources; environmental protection; response to climate change; investment in building facilities, equipment and training to develop high-quality human resources in the application of radiation techniques and isotopic techniques in the natural resources and environment sector for research, training and application facilities in a synchronous and modern direction.

Regarding the development of radiation and isotope applications in agriculture , the Plan aims to improve research and development capacity, access and master advanced techniques in radiation and radioactive isotope applications in the following areas: Selection and breeding of plant varieties and microorganisms; plant protection; agrochemistry, soil and plant nutrition; animal husbandry, veterinary medicine; aquaculture; preservation and post-harvest processing. Some areas and research facilities applying atomic energy in agriculture have strengths that reach regional and international levels.

The application of radiation and radioactive isotopes in agriculture has been enhanced and expanded, contributing to improving productivity, quality, efficiency, ensuring food security, boosting exports, and actively contributing to the development of sustainable agriculture and adaptation to climate change.

Regarding the development of radiation and isotope applications in industry , the Plan sets the goal that by 2030, it will promote the application of radiation and radioactive isotopes in industries; produce and manufacture a number of types of radiation equipment and radiation measuring equipment with high demand in socio-economic sectors to replace imports; commercialize technical products and services created from research results; strengthen research, acquire and master new technologies on radiation and radioactive isotope applications in the fields of industrial irradiation, non-destructive testing, marking techniques, screening techniques, nuclear control systems; prioritize technologies with high demand and high competitiveness, serving the development of industry and other sectors and fields in the country for the next period.

Regarding the development of nuclear science and technology potential, human resource training, ensuring nuclear safety and security , the goal is to restructure functions, upgrade technical infrastructure and develop high-quality human resources for existing research and training facilities by 2030 to meet practical and quality requirements for research, development and application of nuclear science and technology in industries and fields; improve technical support capacity to serve the work of ensuring nuclear safety and security in the development and application of atomic energy and the implementation of the Ninh Thuan Nuclear Power Project.

To achieve the above objectives, the Plan proposes implementation solutions including: 1- Solutions on perfecting the management organization system; 2- Solutions on building and perfecting the legal system and mechanisms and policies on the development and application of atomic energy; 3- Solutions on human resource development; 4- Solutions on building and developing scientific and technological potential; 5- Solutions on ensuring nuclear safety and security; 6- Solutions on raising awareness and community support; 7- Solutions on promoting international cooperation and integration; 8- Solutions on investment, finance and capital mobilization; 9- Solutions on organizing the implementation of the plan.
