On March 13, 2025, the Government issued Resolution No. 50/NQ-CP and issued a plan to implement Resolution No. 163/2024/QH15 of the National Assembly on investment policy for the National Target Program on Drug Prevention and Control to 2030 (Program). The Program is specified into 09 major projects, ensuring coverage of all 03 areas: Supply reduction, demand reduction, harm reduction; total implementation cost of more than 22,450 billion VND, from the central and local budgets and other legal sources.
The program's general goal is to promote the combined strength of the political system and the entire population in drug prevention and control; focusing on grassroots areas; synchronously implementing solutions to reduce supply, reduce demand, and reduce harm; contributing to building a safe and healthy society, promoting socio-economic development.
Specific objectives include: Raising awareness of drug prevention and control in the whole society; maintaining, expanding and moving towards drug-free communes, wards and special zones nationwide. Investing in equipment, applying science and technology, improving professional capacity for specialized forces in drug crime prevention and control to effectively combat and prevent drug crimes. Ensuring material facilities for drug addiction treatment, improving the effectiveness of addiction treatment, managing illegal drug users, drug addicts, post-treatment management; providing legal aid and counseling in drug prevention and control.

The conference was connected online to provinces and cities nationwide.
Targets for 2030, implementing the Program with clear quantification, feasibility and high monitoring ability, specifically: At least 50% of communes, wards and special zones nationwide are drug-free; 100% of locations organizing and harboring illegal drug use, drug retailers and areas illegally growing plants containing drugs are detected and destroyed; over 80% of units and officers and soldiers of specialized forces in drug crime prevention and control of border guards and coast guard are equipped with weapons, support tools and modern technical means.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts of the Ministry of Public Security and the forces on duty in drug prevention and control in general and the implementation of the Program in particular; at the same time, emphasized that this is an especially dangerous type of crime, so ministries, branches and localities must uphold the spirit of "declaring war without mercy" nationwide and in each locality.
Orienting the implementation of the Program's tasks in the coming time, Prime Minister Pham Minh Chinh noted: It is necessary to identify this as a Program of special importance, aiming to focus on solving a number of urgent, central, and key issues, closely combining prevention and control; in which, taking prevention as a basic and long-term strategy; control as a regular, urgent task, combining supply reduction, demand reduction and reducing the harmful effects of drugs. Party committees and authorities must synchronously deploy the Program, putting this task into the strategic goal of comprehensive and sustainable socio-economic development in localities and the whole country. It is necessary to create a movement and trend for the entire population to prevent this particularly dangerous type of crime; requiring perseverance, persistence, determination, and high determination to prevent, repel, and neutralize drug abuse in a sustainable manner nationwide. In particular, considering this an important common task, there must be mobilization of the strength of the entire people, not leaving it to the authorities or anyone else.
Prime Minister Pham Minh Chinh suggested that there must be solutions to eliminate areas with complicated drug developments; effective early and long-term prevention solutions, especially among young people in key drug areas; eradicate all types of drug crimes; improve the effectiveness of drug rehabilitation and management, enhance the role of the community and family in helping drug addicts reintegrate into the community; strengthen coordination between levels, sectors and localities, promote the role and responsibility of relevant agencies and units, especially leaders, to ensure timely, widespread and effective propaganda and education.
Prime Minister Pham Minh Chinh requested the Ministry of Public Security to focus on directing and striving to achieve the target of 20% of communes and wards being drug-free zones by 2025; by 2030 at least 50% of commune-level administrative units nationwide will be drug-free, and strive for 15-20% of provinces to be drug-free.
