
In 2002, more than 100 households in villages of La Phu commune (old), now An Khanh commune ( Hanoi ) were granted land by the People's Committee of Hoai Duc district (old) for resettlement in Cau Giua area.
At that time, most households that were allocated land had basically fulfilled their financial obligations to the State; many households had built houses and lived stably, without any disputes. However, up to now, 100% of households have not been granted land use right certificates (red books). This delay has caused many consequences.
Spend money to buy... frustration
According to the investigation of the Hanoi Moi Newspaper reporter, on June 20, 1997, the People's Committee of Hoai Duc district issued Official Dispatch No. 127-CV/UB on approving the land use plan of communes and towns, including La Phu commune (old).
Accordingly, the People's Committee of Hoai Duc district requires communes to have plans to utilize areas that are not used for agricultural production or have ineffective production; utilize public land and specialized land to save land, and review specific land allocation standards before making a list to submit to competent authorities for approval.
Implementing the direction, La Phu Commune People's Committee has deployed the review steps and has approved 110 households that are eligible for land allocation for resettlement.
Based on the submission of the People's Committee of La Phu commune, on December 11, 2002, the People's Committee of Hoai Duc district issued Decision No. 2514/QD-UB on the recovery of 12,588m2 of agricultural land in Cau Giua area of 59 households in Doan Ket hamlet, La Phu commune, converting it into residential land and handing it over to 110 households in La Phu commune for housing.
In the above decision, the People's Committee of Hoai Duc district assigned the Department of Land Administration to preside over, in coordination with the District Tax Department (at that time), and the People's Committee of La Phu commune to establish procedures for declaration, land use fee collection, measurement, boundary marking, and land allocation to households according to regulations.

Implementing Decision No. 2514/QD-UB, La Phu Commune People's Committee has assigned 49 households that are eligible for resettlement land in Cau Giua area, each household with 1 plot of 88m2 and 57 households whose agricultural land was recovered in Cau Giua area, each household was assigned an area of 50% of the total recovered land area (included in the review regulations by La Phu Commune People's Committee, approved by Hoai Duc District People's Committee).
At the same time, based on the decision to approve the land allocation price for the Cau Giua resettlement area of the People's Committee of Hoai Duc district, after being allocated land, most families have paid the full land use fee to the commune budget (with receipts from the People's Committee of La Phu commune). However, nearly 25 years have passed, and to date no household has been granted a "red book", many people think that they have "spent money to buy... frustration".
Mr. Pham Quang Son, house number 8, lane 257, La Phu street said: “After we requested to issue red books to stabilize our lives, since 2003, 2004, La Phu commune has organized conferences to discuss the payment of financial obligations and completion of the application for red books. The households have also completed all procedures, but it is not clear why no household has been issued a red book yet. From 2010 to 2015, many times the households were received by the leaders of Hoai Duc district, their feedback was recorded, and the departments were directed to consider issuing red books to the people, but after waiting for a long time, there was still “no news”.

Mr. Cao Dac Hung, house number 12, lane 257, La Phu street, shared: “My father, Cao Dac Minh, was granted a land plot for resettlement in Cau Giua area. After many years of not being granted a red book, during meetings with voters, my father and other households repeatedly expressed their opinions, even sent petitions to the authorities at all levels, requesting consideration of granting it to the people to ensure their rights, but only received promises that it would be granted. Before he passed away (in 2010), he was still worried about not being granted a red book to transfer the name to his children.”
The delay of the authorities at all levels has caused many rights of households to be "suspended" such as: not being able to carry out procedures for donation or transfer; not being able to mortgage assets to borrow capital from banks to invest in economic development...
Urgently review and have a plan to handle existing problems.
Talking to reporters about the reasons for the delay in issuing red books to households in Cau Giua area, Nguyen Thi Thuy Ngan, an expert from the Economic Department of An Khanh commune, said that this has been a problem that has existed for many years. Through the archives in An Khanh commune, one of the reasons is that La Phu commune has not yet paid all financial obligations, so Hoai Duc district cannot complete the procedures to issue red books to households.

Also according to Ms. Ngan, in early August 2025, the People's Committee of An Khanh commune received a request for red books from households that were granted land for resettlement in Cau Giua area. Immediately after that, following the direction of the People's Committee of the commune, the Economic Department organized a meeting with representatives of households to listen to their thoughts and wishes... Accordingly, most households shared the same wish to soon be granted red books to stabilize their lives and work with peace of mind...
Regarding the direction to overcome the existing problems, Bui The Gia, Head of the Economic Department of An Khanh Commune, said that in the near future, the Economic Department will advise the Commune People's Committee to establish a working group to verify citizens' applications. In particular, focusing on verifying the origin of the land, the process of households using it, land fluctuations, buying and selling, transferring, and fulfilling financial obligations... Based on the verification results combined with the planning review, the Commune People's Committee will report to the Hanoi City People's Committee, departments and branches to ask for instructions and solutions to remove the existing problems. After receiving specific instructions, the Commune will continue to implement the steps according to regulations to soon issue red books to the people.
Obviously, the delay in issuing red books for resettlement land to households in Cau Giua area is due to the fact that the authorities of La Phu commune and Hoai Duc district (old) have not fulfilled their responsibilities and have neglected the rights of the people. We request that An Khanh commune urgently verify, review, and soon have a plan to thoroughly overcome the existing problems to ensure the rights of the households.
