The establishment of the Management Board is both an administrative and a strategic step to improve the effectiveness of community organization, protect the legitimate rights of overseas Vietnamese and contribute to strengthening the special solidarity between the two countries.
The Management Board was established under the decision of the Governor of Xay Som Bun province. Mr. Hoang Ngoc Tuyen was appointed as the Head of the Board. The Board plays the role of a focal point for coordination between the provincial government, the Embassy and the Vietnamese community in managing, connecting, supporting the residents' residence, daily life, business and integration activities.
The Committee will undertake many practical tasks such as: Organizing community activities, cultural - educational exchanges, charity; collecting and managing data of Vietnamese people living, working, and doing business in the locality; coordinating legal propaganda, guiding people to comply with the regulations of the host country. Along with that is providing legal support, mediation and protection of the legitimate rights of Vietnamese people; encouraging people to participate in social contributions, demonstrating a sense of responsibility, building the image of a civilized, united, and integrated Vietnamese community...
Ambassador Nguyen Minh Tam emphasized that the Embassy will always accompany and support the Management Board in terms of legal matters, information, connections and create conditions for the Board to learn from models from other provinces, in order to improve operational efficiency. The Ambassador also expects the Board to operate wholeheartedly, fairly, putting the interests of the community first, and at the same time calling on people to actively participate, maintain the Vietnamese language, preserve national identity and integrate well into the local society.

At the announcement ceremony, Major General Buaphanin Thapanya, Deputy Secretary of Xay Som Bun Provincial Party Committee, emphasized that the establishment of the Management Board is an important goal to strengthen the special friendship between Laos and Vietnam. He asked the Board to focus on performing its tasks well, advising the provincial government and the Vietnamese Embassy in management work and mobilizing the community to comply with the law.
On this occasion, the Vietnamese Embassy in Laos presented the Vietnamese Management Board in Xay Som Bun province with 200 Vietnamese comic books and 20 million kip (nearly 25 million VND) to support initial activities for community work, cultural and language education for the young generation of Vietnamese people in the locality.
Previously, a delegation from the Vietnamese Embassy and leaders of Xay Som Bun province laid wreaths and offered incense at the Laos-Vietnam Combat Alliance Memorial, expressing gratitude and solidarity between the two brotherly nations.
