On the side of the Department of Agriculture and Environment, there were comrade Nguyen Van Duc - Deputy Director of the Department, leaders of departments and units under the Department of Agriculture and Environment; and representatives of the Department of Home Affairs.
At the working session, comrade Nguyen Van Duc - Deputy Director of the Department of Agriculture and Environment reported on the characteristics of the situation of the Department of Agriculture and Environment, the leadership and direction and organization of the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation (Resolution No. 57) of the Department of Agriculture and Environment.
In the past time, the Department of Agriculture and Environment has actively directed the dissemination, dissemination and serious implementation of the contents of Plan No. 28/KH-UBND dated January 24, 2025 of the Provincial People's Committee to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Action Program No. 46 CTr/TU dated January 15, 2025 of the Provincial Party Standing Committee on implementing Resolution No. 57.
The Department of Agriculture and Environment has proactively coordinated with the Department of Science and Technology and other departments, branches, sectors, units, localities, people of all walks of life and the business community to carry out assigned tasks such as: Focusing on promoting the restructuring of the agricultural sector, comprehensively and sustainably developing agriculture, forestry and fisheries in the direction of modernization and increasing value; The growth rate (GRDP) of Region I maintained a good level; Advising the Provincial Party Committee to issue Resolution No. 10-NQ/TU dated September 26, 2022 on resource management, environmental protection, disaster prevention and mitigation, response to climate change, ensuring water security for the period 2022-2030 (Resolution No. 10); Directing sustainable forestry development, striving to plant 5,000 hectares of new lim, giổi, and lát trees by 2025 according to Resolution No. 10, cumulatively achieving 83% of the Resolution's target in the 2022-2024 period; Focusing on implementing the goals and targets of the National Target Program on New Rural Construction, etc.

The Department of Agriculture and Environment has encouraged the application of technical advances in processing agricultural, forestry and fishery products for domestic consumption and export combined with environmental protection; 85% of processed agricultural and fishery products have their origins traced; 100% of records are digitized right from the reception stage to the results of administrative procedure settlement; Continue to maintain, operate, supplement and update information into the database system for tracing the origin of safe agricultural, forestry and fishery products in the province; Issue 54 codes for growing areas for export and domestic consumption; Digitize the database of 3 types of forests and manage forest resources, forest changes integrated into the land map of the province; Continue to implement the task of digital transformation in the fields of fisheries and irrigation; Propagate and encourage agricultural cooperatives to participate in the digital transformation process; Build a database of fields of the agricultural and environmental sectors; Coordinate and guide localities, organizations and individuals in implementing policies in agricultural production; Increase investment attraction for high-tech processing and manufacturing industry projects, clean technology, smart technology, circular economic development, environmentally friendly, low-emission, low-carbon, etc.
At the meeting, the leaders of the Department and the departments and units under the Department of Agriculture and Environment shared in detail the advantages as well as the difficulties and obstacles they are facing in the fields under the management of the Department of Agriculture and Environment. The leaders of the Department and the departments and units under the Department of Science and Technology also shared the tasks that the two sides have coordinated to carry out in the past time as well as proposed the contents that the two sides need to coordinate in the coming time.
Concluding the working session, comrade Nguyen Manh Cuong - Provincial Party Committee member, Party Secretary, Director of the Department of Science and Technology acknowledged and highly appreciated the coordination work of the two Departments and the results achieved in science and technology, innovation and digital transformation activities of the Department of Agriculture and Environment, which have made an important contribution to the socio-economic development of the province.
Regarding the contents that the Department of Agriculture and Environment needs to pay attention to and coordinate in implementing and deploying in the coming time, Comrade Nguyen Manh Cuong emphasized: The Department of Agriculture and Environment needs to coordinate with the People's Committees of Dam Ha, Dong Trieu, and Tien Yen localities to complete 04 High-tech Agricultural Zones; Actively deploy the assigned tasks in Plan No. 59/KH-UBND dated March 1, 2022 of the Provincial People's Committee to implement comprehensive digital transformation in Quang Ninh province by 2025, with a vision to 2030; Pay attention to implementing the assigned tasks in Plan No. 28/KH-UBND dated January 24, 2025 of the Provincial People's Committee, focusing on researching and developing key programs for science and technology development, innovation and digital transformation associated with economic sectors with strengths and potential of Quang Ninh province; Deploy Sub-Projects/Plans serving digital transformation, ensuring connection with Project 06; Participate in developing the Framework Program of priority science and technology tasks in the period 2025-2030 for the fields of Agriculture and Environment; Continue to coordinate with the Department of Science and Technology to select and publish annual science and technology problems; Proactively direct affiliated units and enterprises to propose scientific projects and tasks using investment capital for science and technology; Consider coordinating with the Department of Science and Technology to organize 01 Conference to meet and remove difficulties for Enterprises in the fields of agriculture and environment.
On behalf of the Department of Agriculture and Environment, Mr. Nguyen Van Duc - Deputy Director of the Department received the opinions of the leaders of the Department of Science and Technology and the departments and units under the Department of Science and Technology. The Department of Agriculture and Environment will complete the contents of the report on the implementation of science and technology, innovation and digital transformation activities of the Department and propose to implement key and breakthrough tasks of the industry in the coming time.
It is known that in March 2025, the Department of Science and Technology will deploy a working program with 12 Departments, branches, units; 03 Universities and Colleges; 05 enterprises and Provincial Business Associations according to Plan No. 04/KH-SKHCN dated March 7, 2025 of the Department of Science and Technology on the implementation of science and technology, innovation and digital transformation activities at Departments, branches, agencies and units in the province.
