On the afternoon of October 13, at a press conference on the results of the first Government Party Congress (term 2025-2030), Permanent Deputy Prime Minister Nguyen Hoa Binh informed about the results achieved in the past term.

Streamlining the organization, aiming for long-term development

The Permanent Deputy Prime Minister said that despite facing many unprecedented challenges such as devastating pandemics, extreme natural disasters or unpredictable fluctuations in the world , Vietnam has still maintained its growth momentum.

Notably, the country has made many achievements in protecting and improving people's lives. During the COVID-19 pandemic, although it does not produce its own vaccines, Vietnam still implemented free vaccinations, ranking 5th in the world in terms of coverage rate, contributing to reducing human losses.

In addition, flood relief, poverty reduction, and dilapidated housing have been effectively implemented. The budget for social security reached more than 1.1 million billion VND, accounting for 17% of total budget expenditure, helping per capita income increase from more than 3,000 USD to more than 5,000 USD.

Another notable result was the "organizational revolution" aimed at restructuring the apparatus and building a two-level local government.

This is considered an important preparation step for a new era of development, with a streamlined apparatus, open development space and carefully selected staff.

The Permanent Deputy Prime Minister said that during this process, the Party Committee and the Government had made great contributions and worked extremely hard. Many officials had to work through the night to complete the work on time as required by the Politburo.

Thanks to that, Vietnam has achieved many impressive indicators recognized internationally: the size of the economy increased from 37th to 32nd in the world, GDP from 346 billion USD to 510 billion USD; happiness index increased 37 places, from 83rd to 46th; human development index increased 22 places; ranked 6th out of 40 countries in AI application; business environment ranked 59th out of 176 economies and continues to improve.

The Deputy Prime Minister emphasized that the congress resolution clearly defined the goals, orientations and specific targets. To achieve this, we need to thoroughly overcome the long-standing limitations that people expect such as urban flooding, environmental pollution, traffic congestion, saltwater intrusion or the dike problem in the North.

To achieve the target of high growth and increase per capita income, many key projects must be implemented with new thinking and solutions. In particular, it is necessary to build a system and a team of "both red and professional" cadres, dedicated, courageous, daring to think, daring to do and daring to take responsibility.

Growth based on technology, human resources and innovation

Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Government Party Congress has approved many important contents to contribute to the Political Report and Resolution of the 14th Party Congress. First of all, it is to determine the growth model in the new period, the next 5 years will be based on science - technology, innovation and digital transformation.

The second content is to restructure human resources, especially focusing on high-quality workforce to serve development. This is associated with renewing the growth model, creating new momentum and forecasting the possibility of breakthroughs to achieve strategic goals.

Minister of Science and Technology Nguyen Manh Hung emphasized that the science and technology development policy will be a breakthrough in institutions and financial mechanisms, shifting from budget allocation to ordering, contracting based on results and managing according to objectives.

The strategy includes training high-quality human resources and digital talent with specific targets: 1 million digital skills, 100,000 high-tech engineers, 10,000 AI and semiconductor experts. Talent development is the foundation for an innovative nation, along with building a culture that encourages exploration and tolerance of failure.

The third content is to build data infrastructure, digital platforms and research and development ecosystems, with the core being the connection of "three houses": State, institutes - schools and enterprises, towards forming a comprehensive digital nation.
