Focus on and prioritize disbursement of public investment capital in 2024

The Chairman of the People's Committee of Ha Tinh province requested to regularly review the progress of each project to promptly transfer capital from undisbursed projects to projects with good disbursement capacity according to regulations.

The Provincial People's Committee has just issued a document urging the allocation, entry of estimates on the Tabmis system and disbursement of the public investment capital plan from the State budget in 2024.

Implementing the directions of the Government Office and the Ministry of Finance, the Chairman of the Provincial People's Committee requests: Regarding the allocation and import of Tabmis public investment capital from the State budget in 2024, the Department of Finance is assigned to research, disseminate, organize and guide relevant units and localities to seriously and promptly implement the requirements of the Ministry of Finance in Official Dispatch No. 405/BTC-DT dated January 11, 2024, based on the assigned functions and tasks.

Regarding the allocation and disbursement of public investment capital in 2024, from the beginning of the year, provincial departments, branches, People's Committees of districts, cities, towns, investors, and project management boards need to identify the implementation and disbursement of public investment capital as an important task, and need to focus on priority in monthly direction and management; tighten discipline and order in the allocation and disbursement of public investment capital, strictly handle violations that slow down the progress of allocation and disbursement of public investment capital in 2024.

At the same time, it is necessary to thoroughly grasp and seriously and promptly implement the instructions of the Deputy Prime Minister; instructions and proposals of the Ministry of Planning and Investment, the Ministry of Finance and the direction of the Provincial People's Committee in Document No. 433/UBND-TH1 dated January 22, 2023 in accordance with the provisions of law, striving for the disbursement rate of public investment capital from the State budget in 2024 to reach 100% of the capital plan assigned by competent authorities; regularly review the progress of each project to promptly transfer capital from projects that cannot be disbursed to projects with good disbursement capacity according to regulations, avoiding waste and inefficiency.

The Office of the Provincial People's Committee, the Department of Finance, and the Department of Planning and Investment, according to their assigned functions and tasks, regularly monitor and urge departments, branches, localities, investors, and project management boards to seriously and promptly implement the above contents; periodically monthly or suddenly (when requested), report to the Provincial People's Committee on the implementation results in accordance with the direction in Document No. 433/UBND-TH1 dated January 22, 2023 of the Provincial People's Committee.
