Along with causing damage in many areas, storm No. 10 also paralyzed many water plants across the province, stopping the supply of water for daily use, affecting people's lives.
Faced with that situation, the Provincial Center for Clean Water and Environmental Sanitation quickly took action to coordinate with functional forces to fix the problem.

At Cu Lay Water Plant (Tung Loc Commune, Can Loc), storm No. 10 caused severe damage to the power supply system. Particularly in the section from the People's Committee of the old Thien Loc Commune to the Square of Huong Tich Pagoda Tourist Area (Can Loc Commune), 11 medium voltage power poles were completely broken. Cu Lay Water Plant has a capacity of more than 7,100 m³/day, supplying water to nearly 11,000 households in 6 communes: Tung Loc, Hong Loc, Dong Kinh, Thach Ha, Loc Ha and Mai Phu, forced to stop operating for 4 days, disrupting people's lives.

Immediately after the storm, the Provincial Center for Clean Water and Environmental Sanitation immediately coordinated with the electricity sector to urgently repair the grid. From September 30 to October 3, dozens of officers and workers from the two sectors worked continuously to restore the grid. In particular, the timely support of the Son La province electricity sector working group contributed to speeding up the progress. On the afternoon of October 3, the power system was restored, Cu Lay Water Plant resumed operation, continuously supplying water to the people.
During the time the factory stopped supplying water, many households that had completely abandoned the habit of using iron-contaminated well water now completely depend on tap water, falling into a situation of water scarcity.
Ms. Nguyen Thi Thu (Dong Thinh village, Hong Loc commune) shared: “Storm No. 10 left a lot of damage, but the most difficult thing was the lack of clean water. During the days without water, eating, drinking and daily activities were very inconvenient. Therefore, when the water plant returned, we were extremely excited. With clean water, we can rest assured to overcome the consequences of the storm and soon stabilize our lives.”


Not only at Cu Lay water plant, storm No. 10 also caused problems at many other water plants in the province. At each location, the Center proactively coordinated with related units to overcome the problem step by step, prioritizing the earliest restoration of water supply to residents.
Mr. Nguyen Hai Dang - Deputy Head of the Water Supply Service Management Department (Clean Water and Environmental Sanitation Center of Ha Tinh province) said: "As of October 3, all 8/8 factories and water supply stations under the Management Center have completed troubleshooting and resumed operation. Tens of thousands of households have been supplied with domestic water. In the coming days, we will continue to review and repair pipelines damaged by the storm, ensuring that 100% of customers have stable clean water."
The rapid restoration of water supply not only meets the essential needs of tens of thousands of households but also helps minimize the consequences after the storm. Thereby, creating conditions for people to focus on overcoming damage to production and housing.

According to records, people in many localities highly appreciated the urgent and drastic spirit of the Provincial Center for Clean Water and Rural Sanitation. This timely intervention clearly demonstrated the role of the clean water sector in natural disaster prevention and control, contributing to stabilizing people's lives after the storm.
Ha Tinh is a locality that regularly suffers from natural disasters and floods. Storm No. 10 once again shows the urgency of strengthening response solutions and protecting the domestic water supply system.
Based on recent practice, the Provincial Center for Clean Water and Rural Sanitation is coordinating with sectors to review and reinforce key works, and at the same time research solutions to apply modern technology to increase resilience to natural disasters.

Mr. Nguyen Mau Dai - Director of the Provincial Center for Clean Water and Rural Sanitation emphasized: "In addition to troubleshooting, the Center will continue to strengthen water supply works and develop practical disaster response plans. In particular, we are researching and developing plans to arrange backup power sources for factories, to promptly respond in the context of natural disasters and damaged power grid systems that take a long time to restore. The goal is not only to quickly restore water supply after storms but also to improve sustainability and ensure people's rights to use clean water."
