Prime Minister Pham Minh Chinh signed Official Dispatch No. 156/CD-TTg dated September 3, 2025 to the Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces; and the Ministers of National Defense, Public Security, and Education and Training on focusing on overcoming difficulties in educational establishments to ensure conditions for the new school year opening for students.
The dispatch clearly stated: On August 29, 2025, the Prime Minister issued Dispatch No. 151/CD-TTg on urgently repairing educational and medical facilities damaged by natural disasters, ensuring conditions for organizing the opening ceremony of the new school year on time as prescribed.
However, according to the report of the Ministry of Education and Training (Document No. 1507/BC-BGDDT dated September 1, 2025) and information on the news bulletin of Vietnam Television (noon of September 3, 2025), the work of repairing educational facilities in some localities, especially in Ha Tinh, Thanh Hoa, Nghe An has not been completed while the time to organize the opening ceremony of the new school year is near.
To ensure the organization of the new school year opening ceremony for students, especially in areas affected by recent natural disasters, the Prime Minister requested:
The Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces directed a specific review of the work to restore educational facilities affected by storm No. 5 and recent natural disasters in the area;
Continue to mobilize maximum resources and forces (especially the military, police, and youth union members) to speed up the progress, even faster, to repair and fix all schools and school sites that have had their roofs blown off, damaged, or are unsafe; repair desks and chairs, supplement books, teaching equipment, and learning materials for students; ensure safety, adequate conditions for organizing the opening ceremony, and basic learning conditions for students; students must not be left without schools, classes, teachers, books, and learning materials.
For schools and school sites that have collapsed or are severely damaged and have not been restored or are unsafe, there must be a plan to arrange temporary locations for students to start classes and study. This must be completed no later than September 4, 2025. Report the results to the Prime Minister on September 4, 2025.
The Minister of Education and Training continues to direct and urge the education sector of localities, especially Thanh Hoa, Nghe An and Ha Tinh provinces, to review and proactively advise local Party committees and authorities to direct and mobilize forces and resources to quickly restore educational facilities affected by natural disasters;
Have proactive and timely plans to support books, teaching equipment, and learning materials for educational institutions damaged by natural disasters at the request of localities to ensure learning conditions for students at the beginning of the new school year. Summarize and report to the Prime Minister on the implementation results on September 4, 2025.
The Ministers of the Ministries of National Defense and Public Security continue to direct military and police units stationed in the area to mobilize maximum forces to support school sanitation and repair educational facilities as requested by localities.
Assign Deputy Prime Minister Le Thanh Long to continue directing and urging relevant ministries, branches and localities to implement this dispatch.
The Government Office monitors and urges according to assigned functions and tasks, promptly reports to the Prime Minister and Deputy Prime Minister in charge on sudden and arising issues.
