The Ministry of Education and Training has just announced a draft circular promulgating regulations on diplomas and certificates (VBCC) of the national education system, replacing Circular No. 21/2019/TT-BGDDT dated November 29, 2019.

Supplementing the concept of digital diplomas and certificates
One of the highlights of the draft circular is the addition of the concept of digital diplomas and certificates, along with specific regulations on granting, storing, processing and exploiting the electronic VBCC database, creating a solid legal basis for the implementation of digital VBCC nationwide.
According to the Ministry of Education and Training, issuing digital VBCCs simultaneously with paper diplomas will help modernize the management process, save time and costs, and at the same time meet the requirements of publicity, transparency and digitalization.
The draft circular also aims to make changes when 3 draft laws (Law on Education, Law on Higher Education, Law on Vocational Education) are amended, supplemented and replaced in the near future: replacing the issuance of junior high school graduation certificates with confirmation of completion of junior high school program in the transcript; supplementing vocational high school diplomas; supplementing the form of digital diplomas and digital certificates; supplementing the scope and subjects of regulation including VBCC of vocational education.
The deadline for issuing high school diplomas is only 30 days away.
The draft states that the time limit for issuing a high school graduation certificate (paper) is reduced from 75 days to 30 days; the time limit for issuing a digital VBCC is only 5 days from the date of the graduation recognition decision.
According to the Ministry of Education and Training, this change aims to help reform administration, reduce documents, paperwork, time and costs for people, and move towards resolving administrative procedures through the online public service portal.
The draft adds more practical and flexible regulations, such as allowing the authorization of deputies to sign VBCCs to reduce workload, clearly stipulating how to handle special cases (merging, splitting, dissolving the issuing agency or no longer having the authorized person according to regulations).
Abolish regulations on printing diplomas and certificates of the Ministry of Education and Training
The draft circular also clearly defines the roles, responsibilities and authorities of agencies and units in the education system. Accordingly, the Ministry of Education and Training focuses on promulgating regulations, inspection and supervision, not on behalf of localities.
Specifically, the draft circular removes the content of regulations on printing diploma and certificate blanks of the Ministry of Education and Training, decentralizing to the Department of Education and Training or assigning competent authorities to issue VBCC (for paper VBCC).
In addition, the form of college and secondary school diplomas, and certificates of the national education system prescribed in current documents are replaced by regulations on the main content recorded on the VBCC; the form of original diploma books, appendices to original diploma books, books for issuing copies from original books... are replaced by regulations on the main content recorded on these books. The above regulations aim to increase the autonomy of competent agencies issuing VBCC in managing VBCC.
The drafting agency of the Ministry of Education and Training explained: "These adjustments not only remove difficulties and obstacles from practice but also ensure the rights of learners, reduce complaints and recommendations, and at the same time improve transparency and efficiency in state management of VBCC".
