(kontumtv.vn) – On the afternoon of November 27, with 446/455 delegates participating in the vote in favor (accounting for 93.11% of the total number of delegates), the National Assembly passed the Law amending and supplementing a number of articles of the Law on Health Insurance.

Presenting the Report on explanation, acceptance and revision of the draft Law on amendments and supplements to a number of articles of the Law on Health Insurance, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh said that in the process of acceptance and revision, the National Assembly Standing Committee has directed the thorough understanding and implementation of the policy of innovation in thinking in law-making, ensuring clear, substantive, concise, easy-to-understand, easy-to-implement regulations, closely following reality; strengthening decentralization and delegation of powers associated with the tasks and powers of agencies, organizations and individuals to improve enforcement capacity; simplifying administrative procedures; only prescribing contents within the authority of the National Assembly; assigning the Government and ministries to prescribe contents within their authority to promptly amend and supplement when necessary.

Regarding health insurance participants, contribution levels and health insurance payment responsibilities, many delegates commented on the regulations on health insurance participants. The National Assembly Standing Committee accepted and revised the draft Law in the direction of maintaining the subjects stipulated in the current Law; supplementing subjects stipulated in other Laws, supplementing the subjects of village health workers and village midwives to encourage, motivate and have appropriate policies for health care subjects in remote and isolated areas and be fair to other subjects in residential groups; assigning the Government to prescribe other arising subjects after reporting to the National Assembly Standing Committee so that when the implementation is stable and there is a comprehensive assessment, it will study and supplement when comprehensively amending the Law.

Regarding the content of health insurance contribution levels and responsibilities, taking into account the opinions of National Assembly deputies, Article 13 of the draft Law has adjusted the regulations on this content to synchronize with the amendment of health insurance participants. In particular, it is stipulated that students continue to participate in groups supported by the state budget to ensure stability when participating in health insurance for this group of subjects; in addition, it is recommended that the Government and local authorities soon study to increase the support level for students; and competent agencies should overcome current shortcomings in the organization and implementation of health insurance collection for students.

In addition, absorbing delegates' opinions on regulations on initial medical examination and treatment registration, the draft Law stipulates the rights of health insurance card holders to register for initial medical examination and treatment at primary and basic medical examination and treatment facilities; stipulates the general principles for allocating health insurance cards to initial medical examination and treatment registration facilities and assigns the Minister of Health, the Minister of Public Security, and the Minister of National Defense to issue detailed regulations and instructions for implementation in Article 26, based on their authority. At the same time, it stipulates that the transfer of medical examination and treatment facilities is carried out according to professional requirements and the ability of the medical examination and treatment facility to meet the needs, and the transfer of patients to initial medical examination and treatment facilities for treatment and management of chronic diseases in Article 27...

The Law amending and supplementing a number of articles of the Law on Health Insurance takes effect from July 1, 2025.
