Attending the meeting were Deputy Prime Ministers: Nguyen Chi Dung, Tran Hong Ha, Ho Duc Phoc, Le Thanh Long; leaders of the Ministry of Science and Technology , the agency in charge of assisting the Government and the Prime Minister in implementing unified state management of product quality, standards and technical regulations; leaders of ministries and branches; representatives of the Vietnam Federation of Commerce and Industry (VCCI), associations, associations and related enterprises.
At the meeting, delegates discussed and discussed solutions to remove difficulties and obstacles related to product conformity and conformity. Recently, the Ministry of Science and Technology has presided over and coordinated with ministries, agencies, associations and enterprises to review, develop and submit to the National Assembly for approval two important laws: the Law on Technical Standards and Regulations and the Law on Product and Goods Quality, creating a new legal corridor, overcoming long-standing overlaps and shortcomings in standardization and conformity activities.
With the spirit of innovation in management thinking, the revised laws have shifted from "pre-inspection" to "post-inspection" with a focus and key points, following a new approach of risk management, maintaining only mandatory measures for products and goods with medium and high risks, exempting conformity declaration for products that have fully met quality management requirements according to specialized laws. Along with that, promoting digital transformation, simplifying and reducing administrative procedures, and publicizing in the digital environment. This is a major reform step, demonstrating the policy of minimizing unnecessary administrative procedures, reducing compliance costs, reducing overlapping procedures, increasing autonomy and responsibility of enterprises, in line with international practices.
To continue to promptly remove difficulties and obstacles in standardization and conformity activities and promote production and business activities of enterprises in the coming time, the Prime Minister requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Justice, the Ministry of Agriculture and Environment, the Ministry of Health, and relevant ministries and agencies to carefully review current legal regulations to ensure the consistency and synchronization of laws related to standardization and conformity.

The Ministry of Science and Technology shall preside over and submit to the Government for early issuance of a decree guiding the implementation of the Law on Technical Standards and Regulations and the Law on Product and Goods Quality. The Prime Minister noted that if there are international standards, they should be researched, applied and publicly announced; and traceability regulations should be public and transparent.
The Prime Minister assigned the Ministry of Science and Technology to be the focal point to gather the current situation, remove difficulties and obstacles in product and goods conformity activities; and pay special attention to listening to and absorbing opinions of people and businesses.
The Prime Minister directed the agencies to absorb the valid, appropriate and practical opinions at the meeting. The Ministry of Science and Technology presided over, developed and submitted for promulgation the Government's resolution. Ministries and branches submitted for amendments and supplements to the Government's decrees and issued circulars according to their authority.
Relevant ministries and sectors urgently review current national technical regulations (about 824 regulations), classify them according to the risk level of products and goods to adjust, amend or abolish them to suit the actual situation.
The Prime Minister stated that standards and regulations must come first so that businesses can base their announcements on them; there must be tools for conformity and compliance, but post-inspection must be strengthened, pre-inspection must be reduced, input costs and compliance costs for people and businesses must be reduced; what needs to be controlled must be controlled, such as medicines and food related to people's lives and health; the spirit is not to be lax but not too strict, must ensure safety, health and life for people, at the same time there must be measures to reduce administrative procedures, decentralize, delegate power, promote mobilization of social resources, and increase socialization.
The Prime Minister requested that from now until the Law on Technical Standards and Regulations 2025 and the Law on Product and Goods Quality 2025 take effect (January 1, 2026), ministries and branches must develop and issue relevant guiding circulars so that when the law takes effect, there will be a system of synchronous, unified and feasible standards.
The Prime Minister assigned the Ministry of Agriculture and Environment to review and propose amendments to specialized laws such as the Veterinary Law, the Animal Husbandry Law, the Cultivation Law, the Fisheries Law, etc. to eliminate duplicate procedures. Agree to simplify the procedures for declaring conformity with veterinary drugs and animal feed, and study the removal of regulations on declaring conformity with animal feed as appropriate. Urgently complete regulations on management and traceability through digital transformation. Amend national technical regulations, issued in the fourth quarter of 2025, to stipulate the application of certification of advanced world management systems such as ISO 22000, GMP, HACCP, etc. for suitable products and goods without the need to take samples to analyze indicators, in order to both ensure product quality and reduce administrative burdens for businesses.

The Prime Minister assigned the Ministries of Construction, Industry and Trade, Health, and Finance to coordinate closely to ensure that the amendment of standards and regulations on quality management is consistent, transparent, fair, and does not create unnecessary technical barriers or "sub-licenses" that affect people and businesses.
The Prime Minister stated that the urgent requirement is to accelerate the construction of a national database on standards and regulations and a shared digital platform to serve the management of national standards, measurements and quality, interconnect, serve state management, and allow subjects to be inspected publicly and transparently in the network environment.
The Prime Minister requested to promote reform, cut administrative procedures, promote decentralization and delegation of power along with resource allocation, improve enforcement capacity, and strengthen supervision and inspection.
Along with that, strictly handle violations, especially violations in the field of food safety and medicine; strictly handle officials, civil servants and public employees who lack a sense of responsibility, are insensitive to the difficulties and problems of businesses and people and allow the circulation of goods, especially substandard food and medicine.
The Prime Minister affirmed that the Government and the Prime Minister are committed to always accompanying and sharing difficulties with businesses and always creating an open, stable and transparent investment and business environment so that businesses can confidently invest and operate effectively, contributing to the country's rapid and sustainable development in the new era.
The Prime Minister hopes that the business community, associations and unions will continue to actively participate, contribute opinions on institutions and policies, and promptly reflect difficulties and problems so that management agencies can amend and perfect relevant legal regulations, so that new policies can truly come into life, bringing practical benefits to businesses and people.
