
"One innovator has an idea, a hundred million innovators have a future"
Speaking at the Congress, Minister Nguyen Manh Hung said: Agriculture has helped Vietnam escape poverty, industry has helped Vietnam become a middle-income country. To become a developed country with high income, we must rely on science and technology. No country has overcome the middle-income trap without shifting to growth based on science and technology.
"Vietnam's science and technology go hand in hand with innovation and are placed in the context of digital transformation. This is a very unique approach of Vietnam. Science and technology provide knowledge; innovation transforms knowledge into serving life; digital transformation amplifies knowledge," Mr. Nguyen Manh Hung emphasized.
Regarding the institutions for science and technology, innovation and digital transformation, Vietnam has been open, creative and modern like the international level, with a number of breakthrough and outstanding mechanisms and policies. Resolution No. 57-NQ/TW on breakthrough in science and technology development, innovation and national digital transformation is a change in thinking and vision, a declaration on shifting the development stage to relying on science and technology.
To institutionalize Resolution 57-NQ/TW, 10 laws in the field of science and technology have been and will be issued this year.
The past five years of the term have achieved a number of great achievements in science and technology, innovation and digital transformation, with significant changes in international rankings, laying the foundation for institutions and infrastructure, and having important initial results that create confidence that in the next five years it will be transformed into economic growth.
The State will spend 3-4% of the budget, equivalent to 3-4 billion USD per year, activating total social spending of 10-15 billion USD for science - technology, innovation and digital transformation to contribute at least 5% of the country's GDP growth. The Ministry of Science and Technology will be responsible for calculating the efficiency of science and technology spending and using this efficiency as a criterion for allocating science and technology budgets to ministries, localities, science and technology organizations and enterprises.
The Minister said that science and technology will focus on mastering 11 strategic technology groups, thereby forming Vietnam's strategic industries. Nowadays, not mastering technology will mean not being able to maintain national sovereignty.
Innovation will focus on technological innovation of enterprises and creativity of all citizens. Building a creative startup nation. Making innovation a way of life for all citizens and organizations. Building a culture of innovation, encouraging exploration and tolerating failure. Digital transformation will focus on building a comprehensive digital nation, including digital government, digital economy, digital society, with digital citizens at the center.
Minister Nguyen Manh Hung stated: The strategic shifts in the coming term of science and technology are from management to motivation; from resource allocation to resource mobilization; from administrative control to innovation, leadership and market creation; from checking invoices and documents to research results; from input management to output management. Organizations that commercialize research results will receive more budget and vice versa. Shift basic research to universities, shift technology research to businesses; shift from scattered research to focusing on strategic and core technologies. From digital transformation to AI transformation; from digitizing administrative processes to operating the country with data and digital platforms. Shift from investing in technology infrastructure to investing in data and analytical capacity.
Emphasizing 3 proposals, the Minister of Science and Technology said that the State needs to have a very strong policy to support the output of strategic products, through government procurement and 10-20% of the science and technology fund. In addition, there is a mechanism of state support vouchers granted to technology innovation enterprises so that enterprises can: Hire research organizations to improve processes and products or buy and test new domestic technologies. The Government has a mechanism to assign and order enterprises to make shared digital platforms.
"The next five years are five years to transform institutions, mechanisms, policies, and potential into economic growth of over 10%, into strategic autonomy. The trio of science - technology, innovation, and digital transformation is the central driving force of development, the main driving force of growth, the key driving force to improve productivity, quality, and competitiveness of the economy. Science - technology, innovation, and digital transformation are not just the work of a ministry, not just the career of an industry, but the common career of the whole country and the whole nation. True strength only comes when we connect all of them together, going together for a long time. One innovator has an idea, one hundred million innovators have a whole future," Minister Nguyen Manh Hung said.
"Dual mission"
At the Congress, on the afternoon of October 13, Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Members of the Vietnam National Industry and Energy Group (PetroVietnam) Le Manh Hung presented a speech with the topic: "Promoting the leadership role of the PetroVietnam Party Committee in maintaining the core role, successfully implementing the Oil and Gas Industry Development Strategy, contributing to ensuring energy security and protecting national sovereignty".
According to the Party Secretary and Chairman of the Board of Members of PetroVietnam, in the past term, the PetroVietnam Party Committee has demonstrated its leadership, leading the entire system to unite and overcome difficulties. The Party Committee has achieved comprehensive political unity with nearly 14,000 party members in 943 grassroots party organizations...; proposed many important resolutions.
Summarizing the business results, Mr. Le Manh Hung stated that PetroVietnam has completed 12/12 targets of the 3rd Party Congress resolution, of which many targets were achieved 1-2 years ahead of schedule, and comprehensively completed the 5-year plan targets assigned by the Prime Minister. PetroVietnam's growth rate compared to the 2015-2020 term is very high in both scale and value increase. The annual growth rate is from 15-37.3%. By 2025, total assets are expected to reach 1.1 million billion VND, an increase of 247.1 trillion VND (equivalent to an increase of 29% compared to the beginning of 2020). Total revenue increased by 49%, total profit increased by 36% and budget contribution increased by 37% compared to the 2015-2020 period. The value of PetroVietnam's brand has increased 3 times, reaching nearly 2 billion USD and is always in the top 10 strongest brands in Vietnam... At the same time, PetroVietnam has performed well in social security with a value of over 5,130 billion VND, an increase of 75% compared to the previous term. Every year, PetroVietnam stably supplies 90% of gas, over 70% of gasoline, over 10% of electricity output for the economy, contributing to ensuring national energy security.
Along with close coordination and cooperation with the defense, security and diplomatic forces in oil and gas activities, PetroVietnam has successfully researched, produced and supplied special fuels for defense, actively contributing to protecting national sovereignty; mastered 27 core technologies in energy and oil and gas, deeply participated in the global value chain, expanded operations in 34 regions and countries around the world...
PetroVietnam has identified the 2025-2030 term as a period of breakthrough development, rapid speed, high efficiency with a dual mission: ensuring energy security and green and sustainable transition. To realize the strategic goal, the Group thoroughly grasps the orientation of the Party and Government, especially the 8 words awarded by the General Secretary on the occasion of the 50th anniversary of its establishment: "Pioneering - Outstanding - Sustainable - Global".
According to Mr. Le Manh Hung, PetroVietnam has built a set of solutions focusing on three key solutions. That is, strategic solutions - Perfecting institutions and mechanisms: Proactively proposing and advising on building a specific legal framework for the new energy and renewable energy sectors. Creating a superior competitive mechanism to attract large investors and strategic partners. Recommending competent authorities to balance resources for leading and leading enterprises.
Regarding the central solution - Business administration and management, Mr. Le Manh Hung said, applying the integrated energy management mindset of the value chain, global ecosystem; upgrading the management system according to international standards; building a set of sustainable development indexes, applying OECD ESG, and controlling risk management.
Breakthrough solutions in science - technology and innovation, Mr. Le Manh Hung emphasized mastering strategic technologies such as offshore energy, clean fuel, emission reduction, carbon storage and new intelligence; increasing investment in research and development; forming ecological energy industrial centers; building a team of experts and scientists, applying a system of indicators to measure innovation efficiency according to modern standards. The Group will also build large databases, digital platforms, artificial intelligence and biotechnology.
