Conclusion No. 197-KL/TW on implementing key tasks of grassroots party organizations

The conclusion stated: At the meeting on October 3, 2025, after listening to the Report of the Central Organizing Committee on the activities of grassroots party organizations in the third quarter of 2025 (Report No. 495-BC/BTCTW, dated September 30, 2025), the Politburo and the Secretariat concluded as follows:

The Politburo and the Secretariat basically agreed with the content of the report and recommendations and proposals of the Central Organizing Committee on the operation of grassroots party organizations in the third quarter of 2025. Party committees and organizations from the central to local levels are required to continue to lead and direct synchronous solutions to improve the quality and effectiveness of operations of grassroots party organizations in the fourth quarter of 2025, focusing on the following key contents:

Urgently organize to disseminate and immediately implement the Resolution and Action Program of the Party Congresses at all levels for the 2025-2030 term.

Organize research, thoroughly grasp, strictly and synchronously implement the new regulations of the Politburo on personnel work, especially in the evaluation and use of cadres, ensuring democracy, impartiality, objectivity, transparency, consistency, continuity, and adherence to specific criteria and products in accordance with the policy of "in, out", "up, down". Well implement the contents according to the functions, tasks, and working relationships of grassroots party organizations and the working regulations of grassroots party committees; focusing on organizing reviews, evaluations, and classifications of collectives and individuals in the political system in 2025.

Transferring the Party organization of state-owned enterprises to the local Party Committee where the headquarters is located

The Politburo and the Secretariat assigned the Government Party Committee to:

(1) Timely consolidate grassroots party organizations in sync with the organizational arrangement of a number of agencies. Urgently complete the transfer of party organizations of state-owned enterprises (economic groups, corporations, state-owned commercial banks, etc.) to the local Party Committees where their headquarters are located (to be completed by October 2025). Direct the development of coordination mechanisms and regulations between Party Committees of relevant ministries and branches, Party Committees of economic groups, corporations, state-owned commercial banks with local Party Committees, ensuring good management of party members at the grassroots level, without affecting the production and business activities of enterprises.

(2) Provide specific guidance on strengthening the comprehensive and direct leadership role of party organizations, especially the role of heads of party committees in educational institutions; not organizing school councils in public educational institutions (except for public schools with international agreements) and implementing the policy of party committee secretaries concurrently being heads of educational institutions in accordance with regulations.

Improve the operational efficiency of grassroots party organizations

The Politburo and the Secretariat assigned the Party Central Office to preside over and coordinate with the Party Central Organization Committee and relevant agencies to urgently complete the Party member database; implement the Electronic Party Member Handbook and software and applications according to plan, contributing to improving the operational efficiency of grassroots Party organizations.

Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee perform the following tasks:

(1) Continue to effectively implement Directive No. 50-CT/TW, dated July 23, 2025 of the Secretariat on innovation, improving the quality of Party cell activities, strengthening political and ideological education for Party members, promoting the pioneering and exemplary role of each Party member in carrying out political tasks and major policies of the Party.

(2) Continue to arrange and perfect the Party organization in accordance with the administrative organization arrangement.

(3) Strengthen inspection and supervision of the activities of grassroots party organizations to ensure proper implementation of Party regulations and State laws.
