Efficient operation
At more than 8am on a weekday morning, many people in Khanh Vinh commune came to the Commune Public Administration Service Center to do administrative procedures. From his house to the center, about 5km away, Mr. Nguyen Thanh Bao did not spend much time completing the procedures to register for land use conversion. "The procedures are posted publicly, there are specific instructions, the staff receives and schedules the results clearly and quickly," Mr. Bao said.
Since the implementation of the 2-level local government model, the Khanh Vinh Commune Public Administration Service Center has been operating effectively, meeting the needs of the people. At the center's headquarters, there are computers, printers, touch-screen lookup machines, and barcode scanners for people and businesses to access technology and access the National Public Service Portal during the process of performing administrative procedures. The Khanh Vinh Commune People's Committee has arranged police, militia, residential groups, and youth unions to be on duty at the center to support people and organizations to contact and perform administrative procedures when needed. Currently, the commune has publicly posted 489 procedures at the Commune People's Committee headquarters; 489 administrative procedures are integrated on the National Public Service Portal; the number of online public services integrated on the National Public Service Portal is 180 services.

According to local leaders, Khanh Vinh commune has a large population and a relatively high demand for administrative procedures. Therefore, since the beginning of July, the People's Committee and the center's leaders have regularly paid attention to receiving and handling administrative procedures of people and businesses. The center closely coordinates with specialized departments under the People's Committee, relevant agencies and units in handling administrative procedures. Paper documents after being received at the center are all handed over to specialized agencies within the prescribed time, and synchronized to the specialized administrative procedure handling system of the agencies.
Mr. Nguyen Hoang Linh - Vice Chairman of the Commune People's Committee, concurrently Director of the Khanh Vinh Commune Public Administration Service Center, said that according to statistics, from July 1 to September 14, on the public service system, the whole commune received 894 records (339 online records, 555 direct records), processed 701 records (695 records before the deadline, 6 records on time, no overdue records), and is processing 193 records. 100% of the records have been digitized on the Provincial Public Service Portal. From the end of August until now, the locality has issued 10 land use right certificates for the first time to people. These are the first land use right certificates signed and approved by the Chairman of the Khanh Vinh Commune People's Committee, issued to land users after the 2-level local apparatus has been in operation since July 1 until now, carried out in accordance with the prescribed order and procedures.
Continue to improve operational efficiency
According to Mr. Nguyen Hoang Linh, besides the advantages, the center still has some difficulties such as: The Justice - Civil Status software often has errors, leading to late returns of records on the system; the process of handling administrative procedures on the land management system for procedures according to the new set of administrative procedures still has many steps and new operations; the process of coding records on the land software sometimes has errors and is not synchronized; the work of checking land plots applying for certificates for the first time still has many shortcomings; the initial measurement and extraction from cadastral maps compared to the current status of land plots is still difficult. In addition, the cadastral map system after the merger has not completed the piecework, so the lookup work still faces many difficulties.
To effectively implement the reform of administrative procedures, in the coming time, the People's Committee of the commune will continue to focus on reviewing and cutting unnecessary and unreasonable intermediate steps in the internal process of handling administrative procedures for people and businesses; increasing inheritance, reuse and sharing of data in receiving and handling online public service records; strengthening inspection and supervision of the status of handling records of agencies and units on the system; strictly directing the implementation of digital signature and digitization of results of handling administrative procedures according to regulations; directing specialized departments to review and propose solutions to simplify internal administrative procedures. In addition, digitizing records and results of handling administrative procedures, reusing digital data and fully exploiting the benefits of the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030; Perform the entire workflow process in an electronic environment and reuse existing data in the administrative procedure settlement information system...
