
Many experts believe that the proposal to remove notarization of contracts and confirmation of marital status when transacting real estate and vehicles (if related information has been digitized and fully authenticated on the National Database) is a breakthrough for the use of electronic data in civil transactions.
According to the draft, when conducting transactions such as buying, selling, transferring, donating, mortgaging, inheriting land use rights or buying, selling, and transferring vehicle ownership, people will not need to notarize contracts, confirm marital status, or submit copies of personal documents.
Instead, the comparison and verification of information will be carried out through standardized and interconnected databases. Data sources include: National population database managed by the Ministry of Public Security (to verify identity, marital status, place of residence, personal identification number of citizens); Electronic civil status database managed by the Ministry of Justice (data on marriage registration, divorce, birth, death, confirmation of marital status); Land database managed by the Ministry of Agriculture and Environment (data on land use rights, house ownership and property attached to land); Database on registration and management of motor vehicles and specialized motorbikes managed by the Ministry of Public Security (vehicle registration information, vehicle owners).
