Urgently receive children from violating shelters for care and nurturing

From September 4 to September 9, the Social Protection Centers under the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City urgently received 131 children for continued care and nurturing.

According to a quick report from the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City, after the child abuse incident at the Hoa Hong Shelter, localities in Ho Chi Minh City conducted surprise inspections of child care and education facilities in the area. After discovering violations, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City requested localities to transfer children from violating shelters to the Department's Child Care and Protection Center.

Previously, on September 6, after gathering information reported by people, the Department of Labor, Invalids and Social Affairs coordinated with the Department of Labor, Invalids and Social Affairs of Cu Chi district, Binh Thanh district and other relevant agencies to conduct a surprise inspection of Phat Buu pagoda (Cu Chi district, Ho Chi Minh City) and Chuc Tu social protection facility for children (Ward 15, Binh Thanh district).

The inspection results found 24 newborns at Phat Buu Pagoda and 22 babies at Chuc Tu Social Protection and Child Care Facility. At the time of the inspection, Phat Buu Pagoda did not have a license to operate social protection and Chuc Tu Social Protection and Child Care Facility violated the regulations on operating conditions in managing and caring for the subjects at the facility.

On September 9, the Department of Labor, Invalids and Social Affairs of Binh Thanh District also decided to temporarily suspend the operation of Chuc Tu Social Protection Facility for Children for 3 months, starting from September 7, 2024.

To ensure safety, 46 children (including 24 children at Phat Buu Pagoda and 22 children at Chuc Tu Social Protection Center) were taken to Linh Xuan Child Care Center under the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City for continued care and nurturing. Along with 85 children at Hoa Hong Shelter, currently the Social Protection Centers under the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City have urgently received 131 children.

Also on September 9, the Department of Labor, Invalids and Social Affairs of Go Vap District coordinated with the competent authorities to inspect the Chuc Tu 2 Child Care Social Protection Facility (Ward 9, Go Vap District). At the time of inspection, there were no children at the facility and the owner was absent. Therefore, the Department of Labor, Invalids and Social Affairs of Go Vap District issued a decision to revoke the operating license of this facility because "After 12 months from the date of issuance of the operating license, the facility has not been in operation".

In the coming time, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City will continue to review and inspect public and non-public social assistance facilities in the city; promptly and strictly handle facilities that operate without registration, without a license or do not ensure conditions for child care and nurturing according to regulations.
