Realizing the dream of social housing

If about ten years ago, social housing was still a distant dream for workers and low-income laborers, now that dream is gradually becoming a reality with a series of social housing projects and apartments being opened for sale.

That shows that social housing is no longer a project on paper but is gradually entering life, opening up housing opportunities for workers, the poor, and the disadvantaged in society.

Happiness in a private home

After work, Mr. Ngo Tri Cuong (born in 1988, from Nghe An province) returned to his small home, where his wife and two daughters were waiting for dinner. The dinner was simple but cozy, filled with laughter. Mr. Cuong said that in 2023, when he heard that the investor opened for sale the CT4 building of the Social Housing Apartment Project in the Bau Tram Lakeside Green Urban Area (Hai Van ward), he discussed with his wife about registering to buy.

On the day of receiving the apartment, Mr. Cuong and his wife cried tears of joy because from now on, the difficult days of finding a place to stay and moving were over. In the 38m2 one-bedroom apartment, the couple started to decorate, arrange, and complete their own home.

Now, Mr. Cuong and his wife's life is more stressful than before because each month they have to spend more than 4 million VND to pay for the mortgage. But for him, that pressure is the motivation to strive to work hard every day.

“Although our current life is not yet full, we are happy because we live in our own home. Our dream of settling down has come true, now we can work with peace of mind, stay with the company to increase our income and take care of our own home,” Mr. Cuong shared.

Similarly, nearly 10 years ago, Ngo Thi Duc (born in 1983, Dai Loc commune) and her husband left their hometown to go to Da Nang city to work as workers at Daiwa Vietnam Co., Ltd. (Hoa Khanh Industrial Park).

To save money, the couple and their young child only dared to rent a room of about 15 square meters to live in. Ms. Duc divided her small monthly salary into many parts, including rent, living expenses, and her child's education. A significant part was kept separately and recorded carefully to serve as capital for settling down.

In 2022, upon hearing that the Social Housing Apartment Project in the Bau Tram Lakeside Green Urban Area had announced its opening for sale, Ms. Duc borrowed more money from relatives and the bank and registered to buy a 38m2 apartment. The night before moving from the rented room to the new house, Ms. Duc and her husband almost lost sleep because of their excitement and joy at being able to escape from renting after so many years.

“Life in the apartment is quite good because there are full amenities around. The safety here is high, I don’t have to worry every time I go back to my hometown for a long time. I am really satisfied because I have fulfilled my dream of owning my own house,” Ms. Duc confided.

More supply, more choices

To increase the supply of social housing to help workers and low-income laborers have more options, since the beginning of 2025, the city has licensed many social housing projects for sale.

Specifically, the Social Housing Apartment Project at lot B4-2 in Bau Tram Lakeside Green Urban Area opened for sale 305 apartments. The lowest selling price is over 728 million VND and the highest is over 1.144 billion VND/apartment.

An Trung 2 social housing project (An Hai ward) opened for sale 633 apartments, priced at about 16.2 million VND/ m2 . The social housing apartment complex in Hoa Khanh industrial park (Lien Chieu ward) has 8 blocks, expected to supply the market with nearly 2,000 apartments with prices ranging from 16.4 million VND to 30.9 million VND/ m2 .

According to statistics from the Department of Construction, in 2025, the city will urge construction progress to complete 4 projects with 1,807 apartments; complete the selection of investors to start construction of 4 projects with 4,254 apartments; and carry out investment preparation work for 1 project with 191 apartments from public investment capital.

In addition, the city approved the policy and called for investment in five projects with 3,487 apartments. At the same time, it proposed that the Vietnam General Confederation of Labor continue to implement a project with about 500 apartments from the Trade Union's financial resources to arrange for workers to rent. Thus, in 2025 alone, the city will implement 15 projects with 10,239 apartments, reaching 109.5% of the target set for the period 2025 - 2030; it is expected to complete and put into use 1,807 apartments, reaching 120.5% of the target set for 2025.

To bring the dream of home ownership closer to people, many social housing loan programs have been implemented to support workers, poor households, vulnerable households, and low-income workers to access social housing.

Specifically, the City Social Policy Bank Branch implements a social housing loan credit program. Customers can borrow up to 80% of the contract value for purchasing or renting social housing. The loan interest rate is decided by the Prime Minister at each point in time, currently 6.6%/year, with a maximum loan term of 25 years.

A representative of the City Social Policy Bank Branch said that since the beginning of 2025, the social housing loan program has disbursed VND 281 billion to 1,108 borrowers. The total outstanding balance of the social housing loan program to date has reached VND 1,612 billion with 4,563 customers.

In addition to fully, quickly and transparently implementing credit policies, the city's functional branches have strengthened inspection, supervision and timely handling of complaints so that social housing projects can reach the right beneficiaries, helping the dream of having a stable home no longer be too far away for workers.
