The Northern Maritime and Waterways Department has just announced the restriction of waterway traffic to serve the construction of the Hong Ha and Me So bridges across the Red River under the Component 3 project of highway construction investment under the Ring Road 4 construction investment project of the Hanoi Capital Region.
The diversion will take place from October 10, 2025 to June 2027.

On October 10, Hanoi also started construction of two bridges across the Red River, Tran Hung Dao and Thuong Cat.
Tran Hung Dao Bridge is 4.18 km long, starting at the intersection of Tran Hung Dao - Tran Thanh Tong, Hoan Kiem ward, and ending at Nguyen Son street, Long Bien ward.
Of the total investment of nearly 16,000 billion VND, construction and site clearance costs are equivalent, each item is nearly 8,000 billion VND. Implementation progress is from 2025 to 2027.
For Thuong Cat bridge, the project has its starting point at Km3+504 intersecting with Ky Vu street (Thuong Cat ward), and its end point at Km8+731 intersecting with National Highway 23B (Thien Loc commune).
The total length of the bridge and the roads at both ends of the bridge is more than 5 km. The total investment of the project is more than 7,300 billion VND from the city budget, expected to be completed in 2027.
Nearly two months earlier, Hanoi held a groundbreaking ceremony for Ngoc Hoi Bridge connecting with Hung Yen province and Van Phuc Bridge connecting with Phu Tho province on August 19.
Van Phuc Bridge and its approach roads are 7.77 km long, with a total investment of VND3,443 billion, while Ngoc Hoi Bridge and its approach roads have a total investment of about VND11,844 billion. The two projects are scheduled to be completed in 2027 and 2028, respectively.

Tu Lien Bridge started construction on May 19. This is the first bridge over the Red River in Hanoi to start construction in 2025.
The investment project to build Tu Lien bridge and roads at both ends of the bridge has a length of 5.15 km, with a total investment of nearly 20,000 billion VND, and is expected to be completed in 2027.
Speaking to a reporter from Lao Dong Newspaper, Mr. Khuong Kim Tao - former Deputy Chief of Office of the National Traffic Safety Committee - said that currently throughout the city, especially in the inner city area, there are too few bridges across the Red River, while most of the existing bridges in the center are seriously overloaded.

A typical example is Chuong Duong Bridge, which was completed in 1985. Every day, the bridge receives nearly 100,000 vehicles, 8 times more than its design.
Thanh Tri Bridge is also carrying more than 121,000 vehicles per day and night, many times more than its design, and this is the reason why Ring Road 3 through Thanh Tri Bridge often records overload and prolonged congestion.
Therefore, when bridges in the center such as Tu Lien and Tran Hung Dao are built and put into use, it will create many driving forces to connect areas, especially Dong Anh and Gia Lam, to the core urban area. This is also an opportunity for people to move out of the core area, reducing pressure on the current urban area," said Mr. Tao.
Mr. Tao said that the Red River has sections in Hanoi, and also sections bordering provinces such as Phu Tho and Hung Yen.
Building more bridges across the Red River not only helps synchronize the traffic system and reduce traffic congestion, but also creates equal development between the North and South banks in terms of economy, society and culture.
"Adding a bridge over the river is more opportunity for the development of urban areas along the Red River," said Mr. Tao.

Mr. Tao also emphasized that each bridge must represent the unique cultural features of the thousand-year-old capital; moreover, it can also aim for practical economic and social values.
"Ideas such as turning the Red River overpass into a tourist attraction, or a platform to exploit the transport economy, also need to be seriously and specifically considered," the traffic expert added.
