(Dan Tri) - According to experts, the theme and motto of the 18th National Congress of Hanoi have identified appropriate breakthroughs, a spirit of innovation and demonstrated very high political determination.

The 18th Hanoi Party Congress took place over three days, October 15-17. This is a particularly important political event for the Party Committee and people of the capital.

The theme of the 18th Congress is: "Promoting the thousand-year tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital" .

The motto of the 18th Congress is: " Solidarity - Democracy - Discipline - Breakthrough - Development" .

Transforming slogans into concrete actions

Prof. Dr. Phung Huu Phu, former Permanent Vice Chairman of the Central Theoretical Council, former Permanent Deputy Secretary of the Hanoi Party Committee, highly appreciated the Political Report that Hanoi has built.

"I am really pleased and happy to see that Hanoi has identified breakthroughs suitable to the current context and situation, with a spirit of innovation and demonstrated very high political determination," Mr. Phu shared.

According to Mr. Phu, those major orientations are clearly shown in 5 viewpoints, 10 groups of tasks, solutions and 3 breakthrough programs, of which there are 3 points that particularly impressed him.

Firstly , Hanoi demonstrates its determination to innovate its thinking, methods and leadership style, taking the lead in implementing strategic policies and decisions. The city must take the lead in areas such as science and technology, education, private economic development, law making and improvement, as well as in international integration.

Second , Hanoi frankly acknowledged and determined to overcome the remaining limitations and weaknesses. The political report pointed out 6 groups of shortcomings. This time, the spirit is not only to develop new driving forces but also to focus on thoroughly overcoming bottlenecks to create strong and sustainable changes.

Third , to do that, it is necessary to arouse and strongly promote the capital's unique resources - that is, cultural resources, intellectual resources, talents, qualities and love for the capital of Hanoi people.

"This is the biggest internal driving force for development. At the same time, we must improve leadership methods and management effectiveness so that policies and resolutions can truly come into life," said Mr. Phu.

Speaking with Dan Tri reporter, Associate Professor, Dr. Bui Thi An, Director of the Institute of Natural Resources, Environment and Community Development, assessed that the theme of the 18th Congress of Hanoi is relatively comprehensive, covering all fields, both traditional and modern, clearly showing key groups such as culture, Party building, breakthroughs, and development.

"It can be said that this theme reflects the capital's position, its aspirations and its new direction. This is clearly shown in the document," said Ms. An.

According to Ms. An, a very new and very important point is that for the first time Hanoi has included the happiness criterion in the document. This is a very humane point, showing special concern for people, taking people as the center.

She also said that this shows the transformation from slogans to concrete actions, which is reflected in the document.

The expert assessed that this is what makes the capital's people feel more confident. Through the congress, people understand and believe more in the capital's development direction.

"This is a highlight and very important. Achieving happiness encompasses economics, politics, social security, spiritual life, and solving "hot" issues such as traffic congestion, air pollution, river pollution, flooding, food safety...", Ms. An emphasized.

In addition, Ms. An said that this topic also emphasizes the breakthrough factor. The Central Resolutions have clearly pointed out the special role and position of the capital, not only within Hanoi but also in the whole region. Hanoi is the driving force, must take the lead, so there must be a breakthrough.

The expert noted that in addition to the general topic, it is necessary to emphasize some more ideas to make the goals more feasible, such as being specific, having evaluation criteria, and having supervision during the implementation of the targets; otherwise, the targets can become a formality.

"Measurement and monitoring are the decisive factors for the targets to be implemented substantially," Ms. An noted.

The document is carefully prepared, demonstrating strategic vision and innovative thinking.

Mr. Nguyen Doan Toan, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission, said that implementing Directive No. 45-CT/TU of the Politburo and the Central Committee's instructions, the Hanoi Party Committee has seriously and methodically directed the organization of collecting comments on draft documents.

According to Mr. Toan, the implementation process was carried out scientifically and democratically, promoting the intelligence and enthusiasm of cadres, party members and people of all walks of life in the capital, demonstrating a high sense of responsibility for the important political event of the Party and the country.

Mr. Toan said that the majority of opinions highly agreed with the content of the drafts, affirming that the documents were carefully and scientifically prepared, with many new points, demonstrating the Party's strategic vision, innovative thinking and comprehensive approach.

"The documents clearly reflect the steadfastness in the goal of national independence associated with socialism, the crystallization of theory and practice over 40 years of renovation, demonstrating the determination and aspiration to develop a prosperous and happy country; creating social consensus, affirming the strength of great national unity," said Mr. Toan.

Regarding the theme of the congress, Mr. Toan said that the majority of opinions were in high agreement, believing that the theme was profound and general, demonstrating the intelligence, vision, goals and political determination of the entire Party, people and army.

At the same time, opinions suggested emphasizing more the factors of "national defense - security", "human development" or adding the element of "freedom" to deepen humanistic and democratic values, according to the Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee.
