The Tran De Port Project (Tran De District, former Soc Trang Province) has a total area of over 4,435 hectares, including a 4,000-hectare logistics area and a 435-hectare offshore port area. The port is designed with a 17.8km-long sea-crossing wharf, a 9,800m-long breakwater system, capable of receiving container ships with a capacity of up to 100,000 DWT and bulk carriers with a capacity of up to 160,000 DWT.
The Tran De Port Project (Project) has a total investment capital of about 162,730 billion VND, the initial phase is more than 44,695 billion VND. Of which, the proposed budget capital for 3 component projects (cross-sea bridge, connecting road and breakwater) is more than 19,400 billion VND, accounting for about 43% of the total capital. The remaining capital of about 25,000 billion VND is expected to be mobilized from enterprises.

According to many economic experts, the Mekong Delta has a large volume of imported and exported goods but the transport capacity of the region is generally low, mainly by inland waterways and roads. Therefore, this region needs a hub port like Tran De to serve the direct import and export of goods for the region, helping to reduce transportation costs and the volume of goods transferred to the Southeast seaport.
Regarding the procedures for calling for investment in the Project, the People's Committee of Can Tho City assigned the relevant departments to urgently complete the procedures.
Currently, the Department of Finance has included the project in the adjusted planning of Can Tho City and compiled it into the local investment invitation list, expected to be submitted to the City People's Committee by October 10, 2025.
In addition, the Department of Agriculture and Environment of Can Tho reported that the project has been updated in the planning of Soc Trang province for the period 2021-2030, with a vision to 2050. The integrated land allocation plan has shown the Tran De offshore port and the associated logistics center.

According to the announcement of the forest status in 2024, the area expected to call for port investment will affect nearly 600 hectares of protective forest, including 196.8 hectares of natural forest. The change of forest land use purpose will have to comply with the Forestry Law and related regulations.
The Department of Construction has advised the People's Committee of Can Tho City to report to ministries and branches, proposing that the Central Government support more than 19,400 billion VND for public infrastructure items such as shipping channels, breakwaters, and sea-crossing bridges.
On October 6, the Working Group directing the implementation of key projects in the city met to discuss speeding up the progress of projects, including the Tran De Port Project. At the meeting, representatives of many departments and branches proposed and completed procedures to update the project into the planning of Can Tho City after the merger; determine the boundaries and area of each subdivision; clarify the form of calling for investment... Prepare the content of the work with the Ministry of Construction and the Ministry of Finance, and soon submit to the Prime Minister for consideration of capital mechanisms and special mechanisms. In addition, it is necessary to conduct a preliminary survey of the number of affected households and resettlement needs to have a plan to arrange suitable resettlement areas.
Regarding this project, the leader of the Department of Finance of Can Tho City said that there are many interested investors, but most of them have only stopped at the level of research and survey; they have not yet formed a specific project proposal regarding the objectives, scope, financial model, implementation roadmap...
In 2021, Tran De port was approved by the Prime Minister in Decision 1579, identifying it as a special seaport, with the function of an international gateway port serving the Mekong Delta region.
In May 2025, the Ministry of Construction approved a decision on detailed planning for the development of land and seaport areas in Soc Trang for the 2021-2030 period, with a vision to 2050.
