According to Mr. Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, with the tradition of solidarity, dynamism, creativity, daring to think and dare to do, cultivated through many generations, the Party Committee and People of Ho Chi Minh City will continue to grow strongly in the new era, worthy of being the locomotive of socio-economic development of the whole country, contributing to the overall success of the 14th National Congress of the Party.

Mr. Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, spoke at the preparatory session of the Ho Chi Minh City Party Congress on the morning of October 13.

On the morning of October 13, at the preparatory session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, Mr. Tran Luu Quang, Politburo member, Secretary of the Ho Chi Minh City Party Committee, said that the Congress of the Ho Chi Minh City Party Committee is a political event of special importance to the Party Committee, government and people of Ho Chi Minh City - a newly merged city, with the stature of a "super city in the Southeast region".

"Over the past months, along with focusing on directing the arrangement of administrative units, the Standing Committee of the Ho Chi Minh City Party Committee has successfully organized the Congresses of 10,641 grassroots Party organizations and 173 Party Committees directly under the City Party Committee on schedule, creating a solid foundation for the first City Party Congress," said Secretary of the City Party Committee Tran Luu Quang.

Delegates voted to approve programs and plans at the preparatory session.

According to Secretary of the City Party Committee Tran Luu Quang, preparations for the Congress were carried out seriously, scientifically and methodically, from drafting documents, collecting opinions at all levels to discussing and finalizing the report to submit to the Politburo for comments. The success of the City Party Congress will contribute significantly to the overall success of the 14th National Party Congress, demonstrating the trust and expectations of more than 366,000 Party members and people of the city.

The City Party Secretary also asked the delegates attending the Congress to uphold their sense of responsibility, concentrate their intelligence, promote democracy, solidarity, creativity, and thoroughly grasp the motto "Solidarity - Democracy - Discipline - Breakthrough - Creativity" to contribute to the success of the Congress.

Secretary of the City Party Committee Tran Luu Quang also said that this Congress has a major reform in thinking and application of information technology, demonstrating the spirit of innovation, savings and efficiency. Accordingly, all documents and working programs are integrated on electronic software, replacing the distribution of paper documents to delegates. He asked delegates to proactively study the content on the application, prepare quality discussion opinions, and make practical contributions to the Congress documents.

At the end of the preparatory session, following the call of the Vietnam Fatherland Front Committee of Ho Chi Minh City, delegates together contributed to support flood victims in the Northern and North Central provinces.

The Secretary of the City Party Committee also stated that in the following sessions, delegates need to focus on discussing key contents including: Working program, regulations and rules of the Congress; discussing draft documents of the Central and City, especially the political report, the report reviewing the leadership work for the 2020-2025 term as well as the action program to implement the Resolution of the 1st Ho Chi Minh City Party Congress. Delegates closely followed the Resolution of the 14th National Congress and Central resolutions, proposing highly feasible solutions, associated with the development practices of Ho Chi Minh City in the new period.

According to the Ho Chi Minh City Party Committee, the Ho Chi Minh City Party Congress took place over three days, from October 13 to 15, with the theme: "Building a clean and strong Party and political system; promoting the strength of national solidarity; making breakthroughs in science, technology, innovation and private economic development; strengthening national defense, security, foreign affairs, and international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era".

The motto of the Congress is "Solidarity - Democracy - Discipline - Breakthrough - Creativity". The 1st City Party Congress has the task of reviewing and evaluating the results of the 2020 - 2025 term; at the same time, setting out directions, goals, tasks, and breakthrough solutions for the 2025 - 2030 period to optimize resources, concretize new growth drivers, and be determined to build Ho Chi Minh City into a multi-centered urban area, with economy, finance, services, culture, education, health, science and technology, innovation, creativity, smart development, modernity, green growth, sustainability, firmly ensuring national defense, security, foreign affairs, building a clean and strong Party organization and political system in all aspects.

The motto of the Congress is "Solidarity - Democracy - Discipline - Breakthrough - Creativity".

According to the Draft Political Report of the City Party Congress, in the past term, the international and domestic situation had many advantages, difficulties and challenges intertwined. The Fourth Industrial Revolution took place rapidly, the impact of the COVID-19 pandemic caused serious consequences to the socio-economic situation and people's lives; along with difficulties and limitations in resources, development space, many obstacles, long-term backlogs and frequent changes in key staff.

In that context, with the tradition of solidarity, dynamism and creativity, the City Party Committee has led and maximized the role of government participation in management, together with the consensus and support of all classes of people and the business community, the City Party Committee and government have overcome difficulties and challenges, focused on implementing many political tasks with good results, creating a basic foundation for the new development stage.
