Kinhtedothi – On the afternoon of October 24, the Hanoi People's Committee held a conference to implement the Resolution of the City People's Council, the Project, and the Decision of the City People's Committee on the establishment of the Hanoi City Public Administration Service Center. Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh chaired the conference.
Also attending was Vice Chairman of the City People's Council Pham Qui Tien.
At the conference, Chief of Office of Hanoi People's Committee Truong Viet Dung presented Decision No. 63/2024/QD-UBND dated October 24, 2024 on regulating the functions, tasks, powers and organizational structure of the Hanoi City Public Administration Service Center.
Accordingly, the Hanoi City Public Administration Service Center is an administrative agency under the Hanoi City People's Committee (a department-level agency) performing the function of advising and assisting the City People's Committee in state management of: controlling administrative procedures, reforming administrative procedures, organizing the implementation of the one-stop shop and inter-connected one-stop shop mechanism; being the focal point for organizing the provision of information, guidance, support, reception, digitization, coordination in handling, settlement (for a number of authorized administrative procedures), and returning the results of handling administrative procedures. At the same time, advising and organizing the implementation of tasks of applying information technology and digital transformation to serve people and businesses under the direction of the City People's Committee and the Chairman of the City People's Committee.
The Center has legal status, its own seal and account; complies with the direction and management of the City People's Committee in terms of organization, staffing and work; is under the direct and comprehensive direction of the Chairman of the City People's Committee; at the same time, complies with the direction, guidance and inspection of the Government Office in terms of expertise and profession.
The Center has 8 tasks and powers. These include controlling administrative procedures, reforming administrative procedures, organizing the implementation of the one-stop shop and one-stop shop mechanism in handling administrative procedures; organizing the provision of information, guidance, support, reception, digitization, coordination in handling, handling (for some authorized administrative procedures) and returning the results of handling administrative procedures...
Currently, the Center operates on Floors 1, 10, 11 of the Lien Co Building No. 258 Vo Chi Cong Street, Xuan La Ward, Tay Ho District until the headquarters at No. 197 Nghi Tam Street ensures the material conditions for operation.
Regarding organizational structure, the Center has 4 specialized departments; 30 Center branches in 30 districts, towns and cities; 2 affiliated public service units.
The City Public Administration Service Center has a Director and no more than 3 Deputy Directors.
The civil servant payroll and the number of employees in agencies and units under the Center are assigned based on job positions, linked to functions, tasks, scope of activities and are within the total civil servant payroll and the number of employees in administrative agencies and public service units of the City assigned or approved by competent authorities.
Based on the functions, tasks, organizational structure and list of job positions, the structure of civil servant ranks, the structure of professional titles of public employees approved by competent authorities, the Center annually develops a plan for civil servant staffing and the number of employees to report to the City People's Committee to submit to competent authorities for consideration and decision in accordance with the provisions of law.
For departments, branches, districts, towns and cities that currently have Deputy Chief of Office concurrently holding the position of Head of One-Stop Section, the Center is assigned to coordinate with departments, branches and People's Committees at district level to arrange the above cases to ensure stable staff and operations of the Branches and in accordance with the practical situation of the locality and unit.
The Director of the Center is responsible for reviewing, perfecting, and arranging human resources in accordance with functions, tasks, job positions, professional qualifications, skills, standards, and conditions according to regulations; presiding over the settlement according to authority or proposing to settle policies for redundant civil servants and employees after the arrangement (if any) according to current regulations; implementing the number of deputies in accordance with current laws and the direction of the City Party Committee and People's Committee.
At the conference, Chairman of Hanoi People's Committee Tran Sy Thanh presented Decision No. 5579/QD-UBND dated October 23, 2023 on the transfer and appointment of Mr. Cu Ngoc Trang (born in 1984), Deputy Chief of Office of Hanoi People's Committee, to work at Hanoi City Public Administration Service Center, holding the position of Director of Hanoi City Public Administration Service Center.
Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said that today's conference marked an important turning point, Hanoi has a new administrative unit at the department level under the direction of the Central Government. The City Public Administration Service Center is a special administrative unit, helping the City People's Committee to monitor all administrative procedures, bringing convenience to people and businesses, and at the same time bringing better coordination between departments and districts.
The Chairman of the City People's Committee emphasized that the Center does not replace the departments and branches. This is an unprecedented unit, a result of careful research by the Central Steering Committee to come up with this model based on the summary of previously implemented administrative models.
The Chairman of the City People's Committee also said that initially there will be many difficulties and challenges, but this is an opportunity to build a new organization, regulations, and working culture. At the same time, he said that the Government and Hanoi City expect the activities of the City Public Administration Service Center to continue promoting administrative reform and digital transformation of the City.
