Proactively decided to let students stay home from school to avoid storm No. 10
Immediately after the Official Dispatch No. 173/CD-TTg dated September 26, Prime Minister Pham Minh Chinh continued to sign and issue Official Dispatch No. 174/CD-TTg dated September 27, requesting the leaders of 21 provinces and cities to focus on responding to storm No. 10 and floods, landslides, flash floods, including: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Phu Tho, Tuyen Quang, Lao Cai, Cao Bang, Thai Nguyen, Lai Chau, Dien Bien, Son La, Lang Son, Bac Ninh, Hanoi .
Heavy rain during storm No. 10 poses the risk of many dangerous natural disasters, such as flash floods, landslides, and inundation in many localities in the Northern and North Central regions.

The telegram stated that storm No. 10 has strengthened to level 12, gusting to level 15, and is moving very quickly towards our mainland and will get stronger the closer it gets to shore, possibly reaching level 13, gusting to level 16.
The National Center for Hydro-Meteorological Forecasting predicts that the storm will make landfall at high tide, combined with storm surge and large waves that could cause sea dikes to overflow, break, and collapse, flooding low-lying coastal residential areas.
Storm No. 10 may cause heavy rain in the North and North Central regions (including Laos), especially the area from Thanh Hoa to Ha Tinh with total rainfall of about 200 - 400 mm, some places over 600 mm, high risk of flash floods, landslides, inundation, traffic disruption in mountainous and low-lying areas.
Therefore, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of the Northern and North Central provinces and cities to direct the review, call on and guide ships still operating at sea to move out of dangerous areas or to storm shelters to ensure safety; deploy solutions to ensure safety for people and ships at anchorages and shelters.
Based on the specific situation, localities decide to restrict activities at sea and along the coast, ban sea travel, control and limit traffic, and let students stay home from school to ensure safety during the time affected by storms and heavy rains and floods.

At the same time, immediately deploy protection and reinforcement measures to ensure the safety of dykes, dams, especially sea dykes, river estuaries, and key dams; proactively operate and regulate appropriate reservoirs to be ready to receive floods, ensure the safety of dams, and prevent floods from overlapping floods.
Immediately deploy the work of tying down and reinforcing houses, warehouses, headquarters of agencies, units, educational and medical establishments, production, business and service establishments to reduce damage to production, especially agricultural production and aquaculture at sea and along the coast, and promptly restore production and business immediately after storms and floods.
Army and police help people cope with storm No. 10
The Prime Minister requested localities to organize inspections, proactively evacuate and relocate households in dangerous areas to safe places, paying special attention to places where there have been land subsidence, risks of flash floods, landslides, deep flooding, on boats, rafts, and aquaculture watchtowers.
Proactively arrange guards and patrols to ensure security and order at evacuation sites, and do not allow people to return without ensuring safety.
At the same time, the Prime Minister requested localities to proactively arrange forces, vehicles, reserve food, provisions, and necessities in vulnerable areas, be ready to support people, and not let people go hungry, thirsty, or cold. Deploy rescue and relief work when bad situations occur.
For ministries, ministerial-level agencies, and government agencies, the Prime Minister requests that units, according to their functions, tasks, and authority, proactively direct and urge the implementation of response measures to ensure safety for forces, vehicles, equipment, and facilities under their management.
In particular, attention must be paid to ensuring the safety of transportation activities at sea and on rivers, the safety of dikes, dams, hydropower plants, electricity systems, telecommunications, educational and medical facilities, production, business and service establishments, etc.
The Ministry of National Defense and the Ministry of Public Security directed the military and police forces stationed in the area to review plans, proactively arrange forces and means to be ready to support people in responding to storm No. 10 (storm Bualoi), floods, and to assist in evacuation and relocation of residents, and rescue when requested.
