Kinhtedothi – According to General Secretary To Lam, the Law on Teachers, when promulgated, must create excitement and honor for teachers, create favorable conditions for teaching, and not make the Law more difficult for teachers in the educational environment.


On November 9, continuing the 8th Session, National Assembly delegates discussed in groups the Draft Law on Teachers.

Cannot have shortage of teachers, lack of schools

Speaking at the discussion at Group 1 (National Assembly Delegation of Hanoi City) on the Draft Law on Teachers, General Secretary To Lam emphasized that the training and fostering of cadres and teachers is identified as a key task and has strategic significance; it is a national breakthrough issue. In education and training, teachers are the subjects with a particularly important role; if we want education and training to develop, we must first have a team of teachers.

According to the General Secretary, when it comes to teachers, there must be students. So how does the Law on Teachers resolve the relationship between teachers and students and must resolve the relationship between teachers and students well. If there are no students, there will be no teachers. He suggested that the Draft Law needs to clearly stipulate and resolve the relationship between teachers and students well, ensuring effective interaction and cooperation.

The issue of universal education at all levels also requires a balance between the number of teachers and the number of students. General Secretary To Lam said that in the past, when implementing universal primary and secondary education, the State issued a policy that children of school age must go to school (primary and secondary). If we go further, the State must waive tuition fees, even support children of school age. With such progress, it cannot be said that there is a lack of teachers.

“If there are students, there must be teachers. The Draft Law must clearly stipulate this. The application of population data can show the number of students attending school; if there are students, localities and authorities must be proactive in arranging teachers. There cannot be a shortage of teachers or schools. The provisions of the Law need to resolve this relationship, thereby solving the current problems in the education and training sector,” General Secretary To Lam emphasized.

There should be special and preferential policies to attract teachers.

According to General Secretary To Lam, teachers must be scientists with extensive expertise, meeting the requirements of research and teaching. In addition, there must be a connection between teachers, scientists, research centers, businesses and the State. Science does not stop, knowledge does not stop, requiring teachers to have the mindset of scientists and very deep expertise.

Regarding international integration and foreign language requirements, General Secretary To Lam said that the Draft Law must mention policies on international integration in the field of education, especially requirements on foreign language proficiency (English) of the teaching staff. In addition, are foreign teachers defined as teachers? Do they comply with the provisions of the Law on Vietnamese Teachers? These are issues that require very specific policies.

Referring to the issue of lifelong learning and career development of teachers, General Secretary To Lam said that the Draft Law needs to create conditions for teachers to study, train and develop their careers throughout their lives, without being restricted by age or regulations on working time, in order to mobilize resources, encourage socialization and mobilize society to participate in education and teaching work.

For teachers working in special areas such as prisons, remote areas, and areas with difficult socio-economic conditions, General Secretary To Lam said that there should be special and preferential policies to attract and motivate teachers to work with peace of mind.

“In the mountainous areas, it is very difficult. To go to school, students have to travel 20-30km. How can they do it every day? There are no boarding schools, so students have no school, no place to eat, live, and even less teachers,” said General Secretary To Lam.

General Secretary To Lam noted that when the Law on Teachers is promulgated, it must create excitement and honor for teachers, and create favorable conditions for teachers in their teaching work. The Law must not be promulgated to make it more difficult for teachers in the educational environment.
