The Government issued Resolution No. 323/NQ-CP on the draft Resolution of the National Assembly Standing Committee stipulating the number of Vice Chairmen of the People's Council, Vice Heads of the People's Councils at the provincial and communal levels and the arrangement of full-time delegates of the People's Councils at the provincial and communal levels.
Specifically, the Government unanimously approved the draft Government Submission to the National Assembly Standing Committee on the promulgation of the Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of the People's Council, Deputy Heads of the People's Councils at the provincial and communal levels and the arrangement of full-time delegates of the People's Councils at the provincial and communal levels, submitted by the Ministry of Home Affairs in Submission No. 8911/TTr-BNV dated October 3, 2025.
The Government assigned the Minister of Home Affairs to be responsible for receiving comments from Government members; authorized by the Prime Minister , on behalf of the Government to sign the Government's Submission to the National Assembly Standing Committee; closely coordinate, proactively report and explain during the process of examining and receiving comments from National Assembly agencies on the draft Resolution in accordance with the provisions of law and be responsible for the content of the report.
According to the draft Resolution of the National Assembly Standing Committee, the People's Council at the commune level has 1 Vice Chairman of the People's Council. Each committee of the People's Council at the commune level is calculated to have an average of 2 Vice Heads.
Based on the scale of natural area, population, classification of administrative units, classification of urban areas, economic scale, practical situation of the locality and orientation of the Standing Committee of the Provincial Party Committee, City Party Committee, the Standing Committee of the Provincial People's Council shall specifically decide the number of Deputy Heads of the People's Council in each commune-level administrative unit, ensuring that the total number of Deputy Heads of the People's Council at the commune level of the province or city does not exceed the total number calculated according to the average framework prescribed above.
Regarding the number of Vice Chairmen of the Provincial People's Council, the draft clearly stipulates. In provinces and cities that carry out mergers and acquisitions, the number of Vice Chairmen of the Provincial People's Council is stipulated as follows: Cities that carry out mergers and acquisitions of 3 provincial-level administrative units have no more than 4 Vice Chairmen of the People's Council.
A city that merges or consolidates two provincial-level administrative units shall have no more than three Vice Chairmen of the People's Council; a province that merges or consolidates shall have no more than three Vice Chairmen of the People's Council; a province or city that does not merge or consolidate shall have no more than two Vice Chairmen of the People's Council.
In case the Chairman of the Provincial People's Council is arranged to be a full-time People's Council delegate, the number of Vice Chairmen of the Provincial People's Council specified in Clauses 1 and 2 shall be reduced by 1 person.
The number of Vice Chairmen of the Hanoi People's Council is implemented according to the provisions of the Law on the Capital.
Regarding the number of Deputy Heads of the Provincial People's Council, the draft stipulates: In provinces and cities that carry out mergers and acquisitions, the number of Deputy Heads of each Committee of the Provincial People's Council is stipulated as follows: Provinces and cities that carry out mergers and acquisitions of 3 provincial-level administrative units shall have no more than 4 Deputy Heads of the Committee; provinces and cities that carry out mergers and acquisitions of 2 provincial-level administrative units shall have no more than 3 Deputy Heads of the Committee; in case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 3 provinces and cities before the merger or acquisition, there shall be no more than 4 Deputy Heads of the Committee.
In case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 2 provinces or cities before the merger or consolidation, there shall be no more than 3 Deputy Heads of the Committee; in case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 1 province or city before the merger or consolidation, there shall be no more than 2 Deputy Heads of the Committee.
In provinces and cities that do not merge or consolidate, each Board shall have no more than two Deputy Heads.
In case the Head of the Provincial People's Council is assigned to be a full-time People's Council delegate, the number of Deputy Heads specified in Clauses 1 and 2 shall be reduced by one person.
The number of Deputy Heads of the Hanoi People's Council is implemented according to the provisions of the Law on the Capital.
Also according to the draft Resolution, each committee of the Provincial People's Council has no more than 1 member who is a full-time People's Council delegate.
The number of members of the Committee of the Hanoi People's Council who are full-time People's Council delegates is implemented according to the provisions of the Law on the Capital./.
